No person shall operate a skateboard, roller skates or in-line skates in or along any sidewalk, public street or way from a point beginning at the railway trestle in Railroad Square, thence running easterly along Washington Street and Merrimack Street to a point ending at the intersection commonly known as "White's Corner" (Route 125, Merrimack Street and Water Street).
No person shall operate a skateboard, roller skates or in-line skates in or along any public facility with frontage on Washington Street or Merrimack Street as described in § 222-55.
No person shall operate a skateboard, roller skates or in-line skates in a manner interfering with the safe and convenient use of streets or ways by any persons traveling or passing along the same.

No person shall operate a skateboard, roller skates or in-line skates around and on City property surrounding the following City buildings:
A. 
City Hall.
B. 
Citizen Center.
C. 
Haverhill Public Library.
D. 
Herbert H. Goecke, Jr., Parking Deck.

Any person 16 years of age or under operating a skateboard, roller skates or in-line skates shall comply with the helmet requirements of MGL c. 85, § 11B 1/2.
When requested by a police officer who is on duty, no person or group of persons shall perform the actions as described in §§ 222-55 through 222-57, unless such person or group of persons has obtained written permission from the Chief of Police or from any other lawful authority empowered for such purposes by virtue of any ordinance of the City of Haverhill or Statute of the Commonwealth of Massachusetts.
Anyone who violates this article shall be subject to a civil penalty with the first offense not to exceed $10 and the second and subsequent offenses not to exceed $25 for each offense. Each day in which any such violation shall continue shall be deemed a separate offense.
