No person shall allow, permit or suffer any vehicle registered in his name to stand or park in any street, way, highway, road or parkway under the control of the City of Haverhill in violation of any of the traffic rules or orders adopted by the City Council and, in particular, in any of the following places except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic sign or signal:
A. 
Within an intersection, except within those intersections where the installation of parking meters has been specifically approved by the Massachusetts Department of Public Works.
B. 
Upon any sidewalk.
C. 
Upon any crosswalk.
D. 
Upon the roadway in a rural or sparsely settled district.
E. 
Upon a roadway where parking is permitted unless both wheels on the right side of the vehicle are within 12 inches of the curb or edge of the roadway, except upon those streets which are designated as one-way streets. On such one-way streets, vehicles shall be parked in the direction in which said vehicle is moving and with both wheels within 12 inches of the curb. This subsection shall not apply to streets or parts of streets where angle parking is required by this chapter.
F. 
Upon any roadway where the parking of a vehicle will not leave a clear and unobstructed lane at least 10 feet wide for passing traffic.
G. 
Upon any street or highway within 10 feet of a fire hydrant.
H. 
In front of any private road or driveway.
I. 
Upon any street or highway within 20 feet of an intersecting way, except alleys.
J. 
Within 15 feet of the wall of a fire station or directly across the street from such fire station, provided that signs are erected acquainting the driver with such restriction.
K. 
Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.
L. 
Within 25 feet of the nearest rail of a railroad crossing when there are no gates at such crossing, or otherwise within five feet from the gate.
M. 
On a bridge and the approach thereto.
N. 
Upon any street or highway within any school zone during the hours of operation of the flashing speed limit signs. For the purpose of this chapter, "school zone" shall be defined as the traveled way between the flashing speed limit sign and the end school zone sign.
No person shall park a vehicle upon any street in any service zone for a period of time longer than 30 minutes and except while actually engaged in loading or unloading. Service zones are hereby established in those locations described in Schedule A (§ 240-84).

A. 
The City Council shall determine the streets upon which diagonal and/or angle parking will be permitted and shall cause said streets to be designated by signs and the surfaces thereof to be marked as directed by the Chief of Police.
B. 
Diagonal parking is permitted upon certain sections of a number of streets as designated in Schedule B (§ 240-85), hereto appended, to which reference is made and which Schedule B, relative to diagonal parking, is herewith specifically incorporated in this section. Where such diagonal parking is permitted, vehicles shall be parked with one wheel within 12 inches of the curb and at the angle to the curb indicated by official marks and signs. The vehicle shall be parked so that all four wheels thereof shall be placed wholly within the area indicated for parking and headed to the curb.
C. 
Angle parking is permitted upon certain sections of a number of streets as designated in Schedule B (§ 240-85), hereto appended, to which reference is made and which Schedule B, relative to angle parking, is herewith specifically incorporated in this section. Where such angle parking is permitted, vehicles shall be parked with the rear wheels of the vehicle parked directly in front of the curb and at the angle indicated by official marks and signs. The vehicle shall be parked so that all four wheels thereof shall be placed wholly within the area indicated for parking and the front of the vehicle is headed away from the curb. Angle parking shall be specifically designated as such in Schedule B (§ 240-85); otherwise, all parking shall be diagonal.
A. 
Except as otherwise provided in this section, no person shall allow, permit or suffer any vehicle registered in his name, other than one acting in an emergency, to be parked on any street for a period longer than one hour between the hours of 6:00 p.m. and 6:00 a.m. at any time between November 15 and April 1.

B. 
It shall be lawful to park any vehicle on alternate sides of all streets in those zoning districts known as RH, RL, RM and RU between the hours specified in Subsection A above as follows:

(1) 
Beginning November 15 at 6:00 p.m., even-numbered side of the street;
(2) 
Beginning January 1 at 6:00 p.m., odd-numbered side of the street;
(3) 
Beginning February 1 at 6:00 p.m., even-numbered side of the street; and
(4) 
Beginning March 1 at 6:00 p.m., odd-numbered side of the street.
C. 
This section shall not apply to any automobiles bearing a license number plate beginning with "HP" or "V," except during snow removal or snow plowing activity.
D. 
Any citizen or citizens may petition the City Council for an alternate parking plan on their respective streets. Permission may be granted at the discretion of the City Council.
E. 
Exemptions.

Whenever the Director of Public Works and the Chief of Police determine that a special emergency involving the health and/or safety of the people and/or their property exists within the City of Haverhill as a result of higher-than-normal snowfalls, the schedule may be temporarily altered at the discretion of the Director of Public Works and the Chief of Police.

Parking is prohibited, restricted or limited as to time, space and streets in accordance with a schedule of streets designated as Schedule B (§ 240-85). No operator shall park a vehicle in the designated prohibited locations or in the restricted locations for a period longer than is designated in Schedule B, except as otherwise provided in said schedule, or where there is a time limit as to parking.
No person shall park a vehicle within 20 feet of either end of a safety zone which is located within 30 feet of the curb or edge of the roadway
A. 
No person shall stop or park a vehicle other than a bus in a bus stop.
B. 
No person shall park a bus upon any street within a business district at any place other than a bus stop when a nearby bus stop is available for use.
C. 
Bus stops are hereby established at those locations designated in Schedule C (§ 240-86).
A. 
No person shall park a vehicle other than a taxicab upon any street within a business district in any taxicab stand.
B. 
No person shall park a taxicab upon any street within a business district at any place other than the taxicab stand or stands designated for the use of his taxicab or taxicabs.
C. 
Taxicab stands are hereby established at those locations described in Schedule D (§ 240-87).
Those areas owned or leased by the City of Haverhill and described in Schedule E (§ 240-88) are hereby designated as City parking lots. Parking is prohibited, restricted, limited as to time and otherwise regulated as indicated in said schedule and as follows:
A. 
No vehicle shall be parked in any manner other than as designated on the parking lot surface by appropriate markings. Vehicles shall be parked completely within marked spaces.
B. 
No vehicle shall be parked in a space designated as reserved for a particular person or use unless such parking is in accordance with such designations.
C. 
Parking within areas designated as service zones shall be in accordance with the provisions of § 240-21.
D. 
No vehicle shall be parked or shall otherwise obstruct a fire lane designated and marked as provided in § 240-31.[1]

In accordance with the provisions of MGL c. 90, § 7, parking of a motor vehicle at night without lights is hereby permitted on all well-lighted streets.
A. 
It shall be unlawful to obstruct or block a private way with a vehicle or other means so as to prevent access by fire apparatus or equipment to any building.
B. 
It shall be unlawful to obstruct or park any vehicle in any fire lane, such fire lanes to be designated by the Chief of the Haverhill Fire Department and posted and marked as such. Said fire lanes shall be a distance of 12 feet from the curbing at a sidewalk for a mall, shopping center, hotel, all schools, institutions, nursing homes or apartment buildings. Where no sidewalks with curbing exist, the distance shall be 18 feet from the building.
C. 
The building owner of record shall provide, install and maintain signs and pavement striping as provided in Subsection B above.
D. 
This section shall be enforced by the Police Department of the City of Haverhill in accordance with the provisions of MGL c. 90, § 20C, except where uniformed security officers may be appointed as parking control officers in accordance with the provisions of MGL c. 147, § 10F, and charged with the enforcement of this section.

No operator shall park a vehicle in a location designated as a handicapped parking space in Schedule B (§ 240-85) hereof or in a location designated as a handicapped parking space in any private or public parking area within the City unless the vehicle is used by a disabled veteran or handicapped person and displays the distinguishing license plate or displays the special parking identification plate authorized by MGL c. 90, § 2, or bears the official identification of a handicapped person issued by any other state or any Canadian province.

No person shall park a vehicle upon any street in any school drop off and pick up zone for a period of time longer than 30 minutes and except while actually engaged in dropping off and/or picking up students to any public or private school. Drop off and pick up zones are hereby established in those locations described in § 240-104, Schedule V.

No person shall park a vehicle upon any street in any patient/client dropoff and pickup zone for a period of time longer than 30 minutes and except while actually engaged in dropping off and/or picking up patients or clients to medical, psychological or therapeutic appointments, treatment or programs. Dropoff and pickup zones are hereby established in those locations described in § 240-104.1, Schedule W.
