Except as provided in Article
XIV of this chapter or in collective bargaining agreements (such as the DPW and the Police Department), an employee who has a grievance shall utilize the following procedure:
A. Step One: Meet with his/her immediate supervisor within
15 working days and determine if the matter can be resolved. (In such
cases where the department head is the immediate supervisor, disregard
Step Two.)
B. Step Two: If Step One is unsuccessful, the employee
and his/her immediate supervisor will meet with the department head
to determine if the matter can be resolved.
C. Step Three: If no agreement is reached with the department
head, the employee, supervisor and/or department head will meet with
the Borough Administrator to try to resolve the matter.
D. Step Four: If Steps One through Three are unsuccessful,
the employee may request a private hearing or one at an executive
session of the Mayor and Council. The immediate supervisor, department
head and Borough Administrator will also attend the hearing. The decision
of the Mayor and Council will be final.
