It is hereby declared to be the purpose of this
article to regulate the opening and closing hours of retail businesses
located in a commercial zone within the Borough of Cresskill in order
to avoid noise, inconvenience and disturbance of residential areas
within the Borough of Cresskill which are caused when retail establishments
remain open during the late hours. It is hereby declared and determined
to be in the best interests of the health, safety and welfare of the
residents of the Borough of Cresskill that the retail businesses regulated
by this article cease the conduct of their business at a reasonable
hour.
As used in this article, the following terms
shall have the meanings indicated:
RETAIL BUSINESS
Includes any business which holds itself out to the general
public for the sale at retail of goods and services.

Every retail business located in a commercial
zone within the municipality, excluding restaurants and businesses
regulated by the New Jersey Division of Alcoholic Beverage Control,
in the Borough of Cresskill, shall be closed to the public, and business
with the public therein shall be and is hereby prohibited after the
hour of 12:00 midnight and before the hour of 4:30 a.m. of any day.
