All plats and maps shall conform to the provisions
of this article, as well as all other applicable ordinances and statutes,
and to the rules and requirements of the Planning Board .
All streets or roads shall be coterminous with
adjoining existing streets and shall be of the same or greater widths.
Blocks or distances between street intersections
shall not be less than 600 feet nor more than 1,200 feet in length
and not less than 300 feet in width, except where the Planning Board
determines that existing conditions or special plan provisions warrant
a variation from this requirement.
Lots shall be of such width and depth as to conform to Chapter
275 and other applicable ordinances.
Monuments of such pattern as may be designated
by the Borough Engineer shall be set at all boundary comers, at all
street intersections and at such other places as may be indicated
on the plats or maps.
Street grades shall not exceed 4% on main traffic
streets nor 10% on secondary streets without special approval of the
Planning Board and Borough Engineer.
No subdivision showing reserve strips of land
controlling the access to public ways shall be approved, except where
the control of the land comprising such strips is placed within the
jurisdiction of the Borough under conditions approved by the Planning
Board.
Streetlights shall be of sufficient intensity
and at such distance apart as the Borough Engineer may approve in
order to provide adequate streetlighting during the hours of darkness.
Shade trees shall be of healthy and sturdy stock,
of at least one-and-one-fourth-inch caliper pin oak, sugar maple,
sycamore, Norway maple or ginko and planted no more than 35 feet apart.
The choice shall rest with the Shade Tree Committee. They shall be
replaced by the developer if they fail to thrive within one year from
their planting. All trees shall be firmly staked for a period of one
year after planting.
Street name signs shall be of aluminum or equivalent
metal resistant to atmospheric corrosion, with raised luminous lettering,
solidly set upon metal poles imbedded in underground concrete footings
and shall be placed in a prominent position on at least one corner
of each street intersection.
Deeds of dedication, releases of mortgage and
other liens covering the land in the streets shown on any map and
which is to be dedicated for public use shall be submitted to the
Mayor and Council and meet with the approval of the Borough Attorney.
The sidewalk area between the curbline and the
street line shall be 10 feet in width, shall be graded smooth and
left in a clean and seeded condition. Where filling is required, it
shall be done in layers not exceeding six inches deep, thoroughly
tamped and compacted.
A one-and-one-half-horizontal to one-vertical
slope shall be the minimum for excavation and fill. All refuse, earth,
stumps, stones and other materials shall be removed immediately upon
completion of the work. In the course of excavating or surface grading,
no soil or other materials shall be deposited or pushed onto any adjoining
property of any other person nor into the street. Provision shall
be made for adequate temporary drainage until such time as the excavated
material is removed and topsoil restored.

A. No person
shall construct, arrange or maintain any drain pipes or leaders or
so alter the surface contour of his land so as to accumulate and divert
excessive amounts of water onto any adjoining lands or into the streets.
In addition, no sump pumps shall be allowed which pump water from
cellars onto streets or which pump water from cellars or basements
onto the surface of the ground in such manner that the water shall
run onto or reach any street or adjoining lands.
B. In the
construction of any new homes, or with the addition of a sump pump
to any existing home, no sump pumps shall be allowed which pump water
from cellars onto streets or which pump water from cellars or basements
onto the surface of the ground in such manner that the water shall
run on or reach any street or adjoining lands. Any owners of an existing
home with a sump pump in violation of the above prohibitions shall
have 90 days from the enactment of this subsection to either install
a new sump pump or reconfigure the existing sump pump so as to prevent
the discharge of water from the cellar or basement onto the surface
of the ground in such manner that the water shall run onto or reach
any street or adjoining lands.

All streets henceforth laid out shall have a
minimum width of 50 feet and shall have concrete curbs no less than
30 feet apart, with paving from curb to curb. Curbs shall have a cross
section of six inches by nine inches by 20 inches.
All streets heretofore laid out shall be paved
from curb to curb at such times as they are eventually improved, and
the width of same shall be such as is established by resolution of
the Mayor and Council in each particular case.
All street pavement shall be of at least seven-inch
penetration macadam or a material equal thereto or six-inch reinforced
concrete and constructed in the manner set forth in the Standard.
Paved sidewalks shall have a minimum width of
four feet and be constructed of four-inch concrete material and in
the manner set forth in the Standard.
All streets must be provided with sufficient
catch basins, storm sewers and other drainage appurtenances sufficient
to properly drain the same.
Concrete or bituminous work, other than emergency
repairs, shall not be done during the period between December 1 and
April 1. Whenever the temperature falls below 32º F., concrete
work shall be protected against freezing.
All work shall be properly protected by barricades
until the surface shall be sufficiently hardened to carry traffic.
Concrete work shall be kept covered and moist for three days in order
to prevent surface cracking, and cracked work shall be removed and
replaced immediately.
