The approval provisions of this chapter shall be administered by the Township of Franklin in accordance with N.J.S.A. 40:55D-1 et seq.
A. 
Rules and regulations. These rules, regulations and standards shall be considered the minimum requirements for the protection of the public health, safety and welfare of the citizens of the Township of Franklin. Applications for subdivision approval shall seek to comply with the applicable requirements and design standards of this chapter and the New Jersey Residential Site Improvement Standards.
B. 
The Township hereby adopts, and incorporates herein, the Subdivision Submission Checklist contained in Schedule 10.[1]

C. 
Minor Subdivision Committee. A Minor Subdivision Committee is hereby created, consisting of three members of the Planning Board appointed by the Chairman of the Planning Board.
D. 
Simultaneous approval. The Planning Board shall have the power to grant preliminary and final subdivision approval simultaneously, provided that all application requirements have been met.

Submission of minor subdivision application. A submission for minor subdivision approval shall include all applicable forms, data, information, fees, etc. outlined on the Subdivision Submission Checklist contained in Schedule 10.
B. 
Review and approval of minor subdivision applications.
(1) 
Conforming minor subdivision application. An application for minor subdivision that does not require variance relief from the requirements of Chapter 112 and that is not accompanied by another application (e.g., site plan application) shall be reviewed by the Minor Subdivision Committee and the applicant shall not be required to provide public notice. Approval by the Minor Subdivision Committee shall be deemed to be final approval. The Minor Subdivision Committee shall subsequently report the results of their review to the Planning Board.
(2) 
Nonconforming or concurrent minor subdivision application. An application for minor subdivision that require variance relief from the requirements of Chapter 112 and that is accompanied by another application (e.g., site plan application) shall be reviewed by the Planning Board.
C. 
Deadline for Board decision, effect of approval, length of approval, extension of approvals. The applicable requirements of the New Jersey Municipal Land Use Law (N.J.S.A. 40:55D-1 et seq.) shall apply.
