There is established the Housing Authority of the City of Long Branch,
an agency and instrumentality of the city.

The Authority shall consist of seven members, five of whom shall be
appointed by the City Council, one of whom shall be appointed by the Mayor
and one of whom shall be appointed by state authority. Locally appointed members
shall hold office for five years, and vacancies among them shall be filled
for the unexpired term. The state-appointed member shall serve at the pleasure
of the authority appointing him.
The Housing Authority shall have all of the powers and duties prescribed
for it by law.
