The purpose of this article is to establish a curfew in the parks and recreational areas of the City to protect the public property and to deter illegal activity. The following parks and recreational areas are included in this article:

Chiola Field Park
Corson Park
Fourth Street Park

Glasstown Plaza and Parking Facilities

As used in this article, the following terms shall have the following meanings unless the context clearly indicates that a different meaning is intended:
DAWN
The first appearance of daylight in the morning.

DUSK
The state or period of partial darkness between day and night.

GLASSTOWN PLAZA AND PARKING FACILITIES
Includes all public areas within Block 419 (first block) bounded by Sassafras Street to the north, High Street to the east, Main Street to the south, and Buck Street to the west; and also includes the three public parking areas located along the east side of Buck Street between Sassafras Street and Pine Street (Block 416, Lots 13, 14 and 15).

MILLVILLE CITY MUNICIPAL COMPLEX
Includes the Municipal Building (City Hall), the Police and Court Administration Building, the access road, police way, adjacent parking lots and related improvements as shown on the site plan approved by the NJDOT.

MILLVILLE CITY MUNICIPAL PARK
Includes Ware Avenue, Municipal Utilities Drive, the Streets and Roads Building, the Water Utility Building, the ballfields, adjacent parking lots and related improvements as shown on the site plan approved by NJDOT

PARKS AND RECREATIONAL AREAS
Those parks and recreational areas designated in § 43-1 together with any parks or recreational areas acquired by the City after the adoption of this article.
PERSON
A natural person, association, corporation, firm, partnership, trust or other legal entity.
WATERFRONT PARK
Includes all public areas along the Maurice River waterfront bounded by the Maurice River to the west, Brandriff Avenue to the north, Buck Street and Ware Avenue to the east and the Municipal Boat docks to the south.

A. 
No person shall be or remain in the parks and recreational areas nor shall any person be standing or stopped in the parking lots of said places between dusk and dawn. This provision shall be applicable to all parks and recreation areas located within the City with the exception of those referenced in Subsection B below.
B. 
No person shall be or remain in the following parks and recreational areas between dusk and dawn unless such person is in lawful employment making it necessary to be in such place at the time specified:
Fourth Street Park
Noble Street Park
North Street Park

The provisions of this article shall not apply to the following:
A. 
Moving vehicular traffic lawfully using the main thoroughfares of the aforesaid parks and recreational areas without standing or stopping.
B. 
Persons using the parks and recreational areas for lawful purposes with a permit obtained in advance from the office of the City Clerk.
C. 
Launching boats at the Fowser Road boat ramp.
D. 
Tennis courts for school-sponsored events.
Any person who shall violate any of the provisions of this article shall, upon conviction thereof, be subject to the penalties set forth in Chapter 1, General Provisions, Article III.
