A.
It is the responsibility of local government to adopt regulations designed to promote the public health, safety and welfare. Such authority has been delegated to municipalities by the Legislature of the State of New Jersey.
B.
The governing body of the City of Millville finds and declares that citizens have the right to be safe and secure in their homes. The municipality desires to protect its citizens from fraud, potential criminal activity and undue annoyance and alarm.
C.
The purpose of these regulations is to set forth requirements designed to deter or reduce criminal activity and to reassure citizens that the persons performing public service activities on their property are lawfully there and properly employed by the public service company.
