A. 
It is the responsibility of local government to adopt regulations designed to promote the public health, safety and welfare. Such authority has been delegated to municipalities by the Legislature of the State of New Jersey.
B. 
The governing body of the City of Millville finds and declares that citizens have the right to be safe and secure in their homes. The municipality desires to protect its citizens from fraud, potential criminal activity and undue annoyance and alarm.
C. 
The purpose of these regulations is to set forth requirements designed to deter or reduce criminal activity and to reassure citizens that the persons performing public service activities on their property are lawfully there and properly employed by the public service company.
As used in this article, the following terms shall have the following meanings unless the context clearly indicates that a different meaning is intended.
GOVERNMENT EMPLOYEE
Any person employed by county or municipal government performing official duties within the City of Millville.
PUBLIC SERVICE EMPLOYEE
An employee of a public service company, such as a cable television company, electric company, gas company, oil company, telephone company, sewer utility or water utility.
A. 
All government employees whose official duties require them to visit the private property of the public within the City shall display or wear an official badge, emblem or identification of sufficient size which plainly indicates the name of the employee and the unit of local government employing them.
B. 
All public service employees whose duty it is to collect or receive money from the public, or to connect or disconnect service, or to read meters, or to conduct any other business on the private property of the public shall display or wear an official badge, emblem or identification of sufficient size which plainly indicates the name of the employee and the name of the company employing the employee.
A person found guilty of an offense under this article shall be subject to a fine up to and including $200 for a first offense, up to and including $400 for a second offense, and up to and including $500 and up to and including 30 days of community service for a third or subsequent offense.
