The governing body of the City of Millville finds and declares that urinating in a public place is an affront to public decency. The purpose of these regulations is to prohibit these actions in a public place.

As used in this article, the following terms shall have the following meanings unless the context clearly indicates that a different meaning is intended.
Any place to which the public has access, including but not limited to any alley, boardwalk, bridge, driveway, park, parking lot, plaza, public street or sidewalk, or the doorways and entranceways to any building which front on any of the aforesaid places.
A person found guilty under this article shall be subject to a fine up to and including $200 for a first offense, up to and including $400 for a second offense, and up to and including $500 and up to and including 30 days of community service for a third or subsequent offense.
