The purpose of this article is to set forth regulations for dumpsters and other refuse containers that are outdoors or exposed to stormwater to ensure that they are covered at all times so as to prohibit the dumping, leaking, spilling or otherwise discharging of liquids, semiliquids or solids from the containers to the municipal separate storm sewer system operated by the City of Millville or to the waters of the state.
