A. Unless
otherwise provided by resolution of the Village Board of Trustees,
meetings of the Board shall be held on the third Monday evening of
each month at the Village Hall at 8:30 p.m., provided that the annual
meeting of the Village Board of Trustees shall be held on the first
Monday in April at the Village Hall at 8:00 p.m.
B. Special
meetings may be called by the Mayor or a majority of the Trustees
upon two days' prior notice. Emergency meetings may be called
by the Mayor or a majority of the Trustees without prior notice.

All meetings of the Village Board of Trustees shall be open
to the public; provided, however, that the Board shall have the authority,
pursuant to the provisions of the Public Officers Law of the State
of New York, to sit in executive session, which session shall be closed
to the public.

The Village Board of Trustees shall determine and prescribe
the rules for the conduct of its meetings and the order of business
thereat. Robert's Rules of Order shall prevail unless otherwise
provided. Wherever action by the Board of Trustees is required, it
shall act by majority, and a majority of the Trustees shall constitute
a quorum.
The Village Clerk shall keep a journal of the proceedings of
the Village Board of Trustees, which journal shall be open to the
public inspection in the office of the Village Clerk.

At the annual meeting of the Village Board of Trustees in April
of each year, or as soon thereafter as may be practical, the Village
Mayor shall, subject to the approval of the Board of Trustees, establish
the standing committees of the Board and shall prescribe the functions
and duties thereof.

At the annual meeting of the Village Board of Trustees in April
of each year, or as soon thereafter as may be practical, the Village
Mayor shall appoint, subject to the approval of the Board of Trustees,
a chairperson of each board, commission and committee.

A Board of Appeals shall be appointed by the Mayor, subject
to the approval of the Board of Trustees, pursuant to the Village
Law.

The conduct of business and affairs of the Village shall be
through departments or committees established and organized for the
purpose by resolution of the Village Board of Trustees. Each such
department or committee shall have a member of the Village Board of
Trustees appointed by the Village for the purposes of the Village
Mayor as a liaison.

All powers and duties given to the Village Clerk shall be in
accordance with § 4-402 of the Village Law of the State
of New York or any local law.
No person shall carry out or remove any papers, plans, specifications,
documents or records or any property whatsoever belonging to the Village
from any of the Village offices or rooms in the respective departments
where such papers, specifications, plans, documents or records properly
belong, except under the direction of the Mayor or Village Board of
Trustees.

A. A
Code Enforcement Officer shall be appointed by the Board of Trustees.
B. The
Code Enforcement Officer shall be subject to the direction of the
Mayor and the Board of Trustees.
C. The
Code Enforcement Officer shall be empowered to issue summonses, notices,
warnings and appearance tickets for any violation of any provision
of the Code of the Village of East Hills.
D. The
Board of Trustees may appoint any person or company to assist in the
performance of the duties of the Code Enforcement Officer.
E. Any
person or company so appointed shall be subject to the direction of
the Mayor and the Board of Trustees and shall be empowered to issue
summonses, notices, warnings and appearance tickets for any violation
of any provision of the Code of the Village of East Hills.
F. The
Mayor and Trustees can appoint Deputy Code Enforcement Officers.
