The owner, agent, lessee or other person in charge of any building in the Village upon a street to which numbers of buildings have been assigned by the Board of Trustees shall cause the proper street number or numbers of such building to be displayed at the entrance or at the nearest practical point to the entrance of such building. Such street number or numbers shall be displayed in such place that they may at all times be plainly legible from the sidewalk or street in front of such building. So far as the purpose or intent of this section is concerned, the front shall be construed as that side of the building which faces the street on which the number or numbers of such building, or premises on which such building is situated, have been allotted, and the number or numbers shall be displayed on such side of such building or premises.

Any owner, lessee, agent or other person in charge of any building in the Village who has been notified by the Village Clerk that the number of the building, assigned by the Board of Trustees, is not properly displayed as provided in § 197-1 and who shall fail to correct the condition within five days of the sending, by certified mail, of such notice to his last known address shall be in violation of this chapter and shall be subject to the penalties provided in Chapter 1, General Provisions, Article II.
In all cases where a street shall have been numbered or renumbered, the Board of Trustees shall thereafter adjust and renumber such street as the same may be required from time to time.
