A. 
Owners of premises shall be responsible for compliance with the Housing Standards and shall remain responsible therefor regardless of the fact that this chapter may also place certain responsibilities on operating agents and occupants and regardless of any agreements between owners and operating agents or occupants as to which party shall assume such responsibility.
B. 
Owners of premises shall be responsible for proper maintenance, condition and operation of service facilities and for furnishing adequate heat and hot water supply in multiple dwellings.
C. 
Owners of multiple dwellings shall, on or before the first day of July of each year, file with the Department of Housing of the Village written statements containing the address of each multiple dwelling within the Village owned by them; the number of units contained therein; the number of square feet (by room) of floor space in each unit; the name of the lessee of each unit; the name and address of the owner thereof and, if there be an operating agent for said multiple dwelling, other than the owner, the name and address of said agent and the resident superintendent, if there is one required by the terms of this chapter. In addition, said statements shall contain the telephone numbers at which the owner, operating agent or other responsible representative of this owner and the resident superintendent may be reached in the event of an emergency. If there be a change in ownership, tenancy or superintendents, the owners of the multiple dwelling shall, within 30 days after such change, file an amended written statement with the Department of Housing of the Village giving the particulars of any change required in the statement on file.
D. 
On or after the first day of May of each year, but not later than the first day of June of each year, every owner of a two-family dwelling within the Village of Great Neck shall file with the Department of Housing of the Village a written statement containing the name and address of each two-family dwelling within the Village owned by him and the following information with respect to each of said dwellings:
(1) 
The number of square feet, by room, of floor space in each unit.
(2) 
The location of each dwelling unit within the building.
(3) 
The name of the lessee of each unit.
(4) 
The name, address and telephone of the owner thereof.
(5) 
The year and date the dwelling was built and/or converted from a one-family or multiple dwelling, whichever is the case, to a two-family dwelling.
(6) 
The telephone at which the owner or owners or other responsible representative of the owner may be reached.
(7) 
If there be a change of ownership or tenancy at any other time during the year, the owner of the two-family dwelling involved, within 30 days after such change, shall file with the Department of Housing of the Village an amended statement detailing the particulars of such change.
E. 
The owners of multiple dwellings shall not permit a vacant apartment to be occupied or new tenants to occupy apartments until such apartments have been inspected by the Housing Inspector and certified by him to be in compliance with the housing standards of this code. Notice of the vacancy or proposed new tenancy and request for inspection shall be made to the Village in writing at least five days prior to the proposed occupancy or new tenancy.

F. 
On or after the first day of May of each year, but not later than the first day of June of each year, every owner of one or more one-family dwellings within the Village of Great Neck which are being leased in whole or in part shall file with the Department of Housing of the Village a written statement containing the following information with respect to each of such dwellings:

(1) 
The name, address, telephone number and, if any, the fax number and e-mail address of the owner.
(2) 
If the owner has a responsible agent acting on its behalf, the name, address, telephone number and, if any, the fax number and e-mail address of such agent.
(3) 
The address of each of such one-family dwellings.
(4) 
The name and telephone number of the lessee of each of such one-family dwellings.
(5) 
If known, the fax number and e-mail address of the lessee.
(6) 
If there be a change of ownership or tenancy, or of any of the other information set forth in the filed statement during the year, the owner, within 30 days after such change, shall file with the Department of Housing of the Village an amended statement detailing the particulars of such change.
(7) 
In the event that a one-family dwelling within the Village which was not being leased in whole or in part in May but subsequently, prior to the next May, is being leased in whole or in part, within 30 days of the commencement of such lease, the owner shall file with the Department of Housing of the Village the written statement required in this Subsection F.
Occupants of dwelling units shall be responsible for compliance with the Housing Standards in regard to the following:
A. 
Limiting occupancy of that part of the premises which he occupies or controls to the maximum permitted by the Housing Standards.
B. 
Maintenance of that part of the premises which he occupies or controls in a clean, sanitary and safe condition.
C. 
Maintenance of all plumbing, cooking and refrigeration fixtures and appliances, as well as other building equipment and storage facilities in that part of the premises which he occupies or controls, in a clean and sanitary condition, and provision of reasonable care in the operation and use thereof;
D. 
Keeping exits from his dwelling unit clear and unencumbered.
E. 
Disposal of garbage and refuse into provided facilities in a clean and sanitary manner.
F. 
Extermination of insects, rodents or other pests within his dwelling unit if his unit is the only one infested in the premises.
A. 
No owner, or officer, agent or employee of an owner, of a multiple dwelling shall threaten reprisal or in any manner take reprisals against any tenant for reporting in good faith to the Department of Housing the existence of any violation of this chapter or any other law, local law or ordinance related to the operation or maintenance of a multiple dwelling.
B. 
No owner, or officer, agent or employee of an owner, of a multiple dwelling shall threaten reprisal or in any manner take reprisals against any tenant for the purpose of deterring or punishing a tenant who forms, joins, assists or sympathizes with lawful activities of a tenant organization or union.
