As used in this article, the following terms shall mean and include:
COLLECTION
Refers to the picking up of solid waste by the Village's Department of Sanitation, as described in Article II of this chapter.
ECONOMIC MARKETS
Refers to instances in which the full avoided costs of proper collection, transportation, and disposal of source-separated materials are equal to or greater than the cost of collection, transportation, and sale of said material less the amount received from the sale of said material.
MULTIPLE-FAMILY DWELLINGS
All residential dwellings within the Village, other than single-family and two-family dwellings.
RECYCLABLES
Newspapers, bottles, cans, and plastic containers, tree trimmings, hedge cutting, and other yard waste, and any other solid waste as may be determined by resolution of the Board of Trustees of the Village to be appropriate for recycling, based upon then-existing source separation, recycling, and other resource recovery activities in the area, to the adequacy of markets for separated materials, and to any additional effort and expense to be incurred by residents in meeting the proposed separation requirements and economic markets.
A. 
Single-family and two-family residences.
(1) 
All owners, lessees, and other occupants of all single-family and two-family residences within the Village shall separate the following recyclables from other solid waste when placing them outside for collection:
(a) 
Newspapers.
(b) 
Bottles, cans, and plastics (all of which shall first be rinsed and may be placed in the same container).
(c) 
Tree trimmings, hedge cutting, and other yard waste (which may be placed together).
(2) 
All such recyclables shall be placed for collection in accordance with the provisions of Article II of this chapter.
B. 
Multiple-family dwellings.
(1) 
The owner, manager, and superintendent, jointly and severally, of every multiple-family dwelling shall provide on their respective premises, and at all times maintain in a neat and sanitary condition, recycling collection areas, in accordance with this section, to receive recyclables that are generated by residents of the multiple-family dwelling.
(2) 
Every recycling collection area shall contain separate collection locations and separate containers, when appropriate for the particular recyclable, for each of the following:
(a) 
Newspapers.
(b) 
Bottles, cans, and plastics (which may be placed in the same container).
(c) 
Tree trimmings, hedge cutting, and other yard waste (which may be placed together).
(3) 
In the event that all or any part of a multiple-family dwelling is a part of a condominium, cooperative, or homeowners' or other association, such condominium, cooperative, or association shall be jointly and severally responsible for the provisions of this section with such owner, manager, and superintendent.
(4) 
All residents of a multiple-family dwelling shall separate the following recyclables from other solid waste when placing them outside for collection and shall place them in the appropriate recycling collection areas, locations, and receptacles, when appropriate for the particular recyclable, for their multiple-family dwelling:
(a) 
Newspapers.
(b) 
Bottles, cans, and plastics (all of which shall first be rinsed and may be placed in the same container).
(c) 
Tree trimmings, hedge cutting, and other yard waste (which may be placed together).
(5) 
All such recyclables, to the extent appropriate, shall be placed for collection in accordance with Article II of this chapter.
C. 
Misuse of a recycling container or collection area. No person shall cast, throw, place, or otherwise deposit any object in a recycling container or collection area that is not a recyclable designated for such container or collection area.
