By resolution of the Town Board at its regular meeting on January 8, 1971, the Town Board created an Advisory Committee for the Continental Village Water District.
The Committee shall consist of five members appointed by the Town Board to serve from January 1 through December 31 in each year. The members shall choose their own Chairman.
A. 
The Board shall meet quarterly at a place to be designated by the Chairman. Special meetings may be called from time to time by the Chairman or any member of the Board. Whenever possible, the Superintendent of the Water District (referred to herein as "District Superintendent") shall attend all meetings, and it is expected that special meetings will also be called when requested by the District Superintendent.

B. 
Minutes of all meetings and proceedings of the Committee shall be kept in a minute book, and copies of all minutes shall be forwarded to the Town Board within 10 days of each meeting.
C. 
The minutes may be kept by any member of the Committee and need not be verbatim but should render in synopsis form a record of activities and action.
D. 
Three members of the Committee shall constitute a quorum, and, in the absence of the Chairman, a temporary Chairman shall be appointed by the members present.

A. 
The District Superintendent shall render an annual written report when requested by the Town Board. The Board shall provide advice and assistance to the District Superintendent in the preparation of the report.
B. 
Said report shall include but shall not be limited to the following subjects:
(1) 
Complaints and action taken.
(2) 
Maintenance program.
(3) 
Improvements made.
(4) 
Planned improvements.
(5) 
Condition of facilities and equipment.
(6) 
Changes, if any, in the map of the district, capital improvements added and extensions, if any.
(7) 
Finances:
(a) 
Money on hand.
(b) 
Total received since last report.
(c) 
Total paid out since last report.
(d) 
Outstanding debt of district.
(8) 
Miscellaneous facts and recommendations.

The Board shall render assistance and advice to the District Superintendent on the following subjects:
A. 
General duties and organization of the district.
B. 
Preparation of district budget.
C. 
Planning and handling of district programs.
D. 
Anticipation and handling of district problems.
E. 
Preparation of annual report.

The Board shall, in conference and coordination with the District Superintendent, review the rules and regulations of the district from time to time and submit the proposed revisions and recommendations concerning the same to the Town Board.

The Board, with the advice and assistance of the District Superintendent, shall cause a map for the district to be prepared, referring to that map which is already in existence. Said map shall show the boundaries of the district, the location of district facilities and shall have attached thereto or listed thereon the principal assets of the district. Said map and assets shall be kept current and shall be revised from time to time as changes occur.
This outline of the duties, responsibilities and functions of the Advisory Committee to the Town Board of the Town of Philipstown for the Continental Village Water District shall be subject to revision and change, and the Committee, with the advice and recommendations of the Water District Superintendent, shall propose said amendments, changes and suggestions to the Town Board as deemed necessary or advisable.

The Committee shall meet once a month at a place designated by the Chairman. Special meetings may be called from time to time by the Chairman or any member of the Committee. Whenever possible, the Committee shall meet in conjunction with and in coordination with like Committees from the Cortlandt Continental Village Park District and the Putnam Valley Continental Village Park District.
B. 
It shall be understood that the legal responsibility for the administration of the district rests in the hands of a committee of the three Supervisors of the Towns of Philipstown, Cortlandt and Putnam Valley, and in turn, said Committee of the Supervisors is answerable to the respective Town Boards for each of the Park Districts.
C. 
Each Advisory Committee shall be considered as an aid and guide to the official action by the Committee of Supervisors. At such time as a Park Administrator or Park Supervisor is selected and retained, it will then be expected that he shall attend all meetings of the Advisory Committees.
D.

The Committee shall familiarize itself with the agreement of municipal cooperation entered among the Towns of Philipstown, Putnam Valley and Cortlandt on April 30, 1970; the various orders issued by the State Comptroller establishing the districts; and a memorandum to Town Attorney Charles E. Doyle, Jr., from the New York State Office of Local Government, dated February 17, 1967, with an attached organizational chart outlining various suggestions and source materials. These various documents will give the Committee a basis for the boundaries of the district, the property owned by the district and a suggestion for organization.[1]

A final annual report shall be delivered to the Town Board before the end of December in each year for reading at the January meeting of the Town Board in each year.

The Committee shall render assistance and advice to the Superintendent of the combined districts on the following subjects:
A. 
His general duties and overall organization for the facilities.
B. 
The preparation of the combined district budget.
C. 
Planning and handling district programs.
D. 
Anticipation in handling of district problems.
E. 
General planning of programs, development of personnel and handling public relations.
The Committee shall, in conference and coordination with the Superintendent of the combined districts, prepare rules and regulations for operation of the facilities, from time to time prepare provisions and recommendations concerning the same and, when deemed necessary, submit said rules and regulations to the respective Town Boards for the adoption of the same as a local law or ordinance.
A. 
The Committee, with the advice and assistance of the Superintendent, shall cause a map for the combined Park Districts to be prepared, referring to such maps which are already in existence. Such maps shall show the boundary of the districts and the location of the land and facilities owned by the districts.
B. 
The Committee shall also arrange as soon as possible a survey of the property owned by the district.
C. 
The aforesaid maps and surveys shall be kept current and revised from time to time as changes occur.
D. 
The Committee shall also arrange for an inventory of the property and equipment owned by the district and maintain the same up-to-date.
This outline of the duties, responsibilities and functions of the Advisory Committee to the Committee of Supervisors for the Continental Village Park District shall be subject to revision and change, and the Committee shall propose said amendments, changes and suggestions to the Town Board of the Town of Philipstown as deemed necessary or advisable.
It is important to keep in mind that moneys can only be spent by the Philipstown Continental Village Park District and the three combined Park Districts in accordance with an annual budget for each district, covering the cost of the purchase of the property and the operational, maintenance and administrative costs, as approved and adopted by each of the towns. It must be remembered that the budget for the Philipstown Continental Village Park District must be submitted to the Town Board prior to September 30 in each year.
