The following procedure shall be initiated to establish control in the orderly and proper use of the Town Dump:
A. 
Only materials, waste and garbage having its source from residences, businesses, industries and properties located within the Town of Philipstown may be deposited in the Town Dump.
B. 
Said materials, waste and garbage brought to the Town Dump shall be limited to that authorized by the New York State and Putnam County Boards of Health as approved sanitary landfill substances and must be deposited at the Town Dump as directed by order and supervision of the Philipstown Superintendent of Highways.
Effective December 1, 1972, all persons using the Town of Philipstown Dump will be required to obtain landfill stickers to be posted on the left door window of their vehicles. This is necessary to assure the use of the dump for disposition of materials, waste and garbage having its source at residences, businesses, industries and properties in the Town of Philipstown. Such stickers may be obtained at the office of the Town Superintendent of Highways located at Fishkill Road, Nelsonville, New York. A registration fee of $1 will be charged. Each sticker shall be valid as long as the vehicle is registered in the applicant's name and used to carry materials dumped in accordance with the requirements of this article. If a vehicle is disposed of or the applicant no longer uses the vehicle in accordance with the terms of this article, then the sticker becomes void. A new vehicle will require a new sticker, plus an additional registration fee, and return of the old sticker.
Any carrier, individual, company or corporation delivering or carrying materials and substances for disposal at the Town Dump shall be limited to depositing and dumping materials having their source from residences, places of business, industries and properties in the Town of Philipstown.
Anyone violating the terms of this article may be prohibited from using the Town Dump by the Town Superintendent of Highways, with the confirmation and approval of the Town Board.
