All new connections to the system require meters. Meters will be furnished
by the district and shall remain the property of the district.
The plumbing in the building shall be so arranged that the meter may
be located in a horizontal position not more than three feet from the point
where the service enters the building. The owner shall install a suitable
check valve (backflow prevention device) on the outlet side of the meter.
In certain high-pressure areas in the district, attention is called to the
fact that it will be necessary for the consumer to install pressure-reducing
valves on the plumbing system within the building. These valves shall be installed
on the outlet side of the meter. The meter must be kept accessible at all
times. Some heating systems and other special equipment may require a pressure-relief
valve which shall be installed between the pressure-reducing valve and such
equipment.
Should the owner who is billed by meter feel that the meter is not registering
properly, he shall file a complaint with the district, whereupon the meter
will be removed and tested by the district. If it is found to register against
the owner by more than 2%, there will be no charges for removing, repairing
and resetting the meter. If, however, the meter is not found to register against
the owner in an amount more than 2%, a charge for testing will be made in
accordance with the schedule of charges.
Should the meter get out of order and not register properly, the Board
may, at its option, fix the charge against the owner by the average consumption
rate as shown by a correct meter on the service or according to the consumption
during a previous corresponding period.
It shall be the duty of the property owner to protect the property of
the district from harm. Should a meter become frozen or otherwise damaged,
it shall be repaired by the district, and the expense thereof shall be paid
by the owner.
As a rule, only one meter will be furnished for each service. In the
case of a multifamily dwelling, however, by special permission of the district,
additional meters may be provided. In such case the owner shall make such
arrangements in the plumbing as may be required by the district, and for each
additional meter furnished, the regular meter rental or deposit shall be charged.
All persons are forbidden to interfere with or remove a water meter
from any service after it has been attached. Such interference or removal
shall be considered as a violation of these rules and the person so doing
shall be subject to the penalties prescribed for such violations.

In any premises where water may be obtained through more than one metered
service, the Board reserves the right to shut off and seal any service at
no charge to the owner.

No seal placed by the district for the protection of any meter, valve, fitting or other water connection shall be tampered with or defaced. It shall not be broken except on written authorization from the district. Where the seal is broken, the district reserves the right to order the meter removed for test at the expense of the owner, as provided in Article
VIII, §
169-49.
Where meters are installed at a point other than in a building, the
owner will be required to construct, at his own expense, a suitable meter
pit in accordance with a design approved by the district.
