The Director of Public Works shall:
A. Be responsible for the conduct and operation of the
Public Works Department.
B. Be responsible for developing the annual budget and
for the planning of the annual work program of the Public Works Department.
C. Exercise command over the members and employees of
the Public Works Department and be responsible for their recruitment,
training, safety and discipline and the efficient performance of the
functions of the Department.
D. Be responsible for the care and maintenance of all
property used by the Public Works Department.
E. Be responsible for all matters pertaining to the construction,
management, maintenance and operation of physical properties of the
Town under the administrative direction of the Town Manager.
F. Be responsible for all planning in connection with
such changes and improvements to the physical properties as are essential
and desirable for the future growth of the Town.
G. Prepare or cause to be prepared all contracts and
specifications that may be required for public works. All such specifications
and contracts shall be approved by the Town Manager.
H. Cooperate with all Town department heads in the best
interest of public safety.
I. Establish a public relations program for the Department
through a demonstration of good service and develop the attitudes
and practices of the personnel within the Department toward that end.
J. Supervise the operation of the Town solid waste services
and the inspection and monitoring of the closed landfill.
K. Maintain a schedule of the machinery, tools and other
Town property in his/her charge, and a statement of their condition,
in the annual Department report.
L. Be responsible for the maintenance of veterans' graves
in ancient burying grounds as required by M.R.S.A. Title 13, § 1101,
as it may be amended, and the annual Memorial Day decoration of veterans'
graves as required by M.R.S.A. Title 30-A, § 2901, as it
may be amended.
The Highway Foreman shall be responsible for
the maintenance of all Town roads and, more specifically, be responsible
for:
A. Supervision of the employees of the Highway Division.
B. Supervision of safety trainings and procedures for
all Public Works employees.
C. Winter road maintenance, including the plowing and
sanding of all Town streets and eligible private roads.
D. Summer road maintenance of all Town roads, including
the installation of culverts and street reconstruction and pavement.
E. Assisting the Public Works Director in preparing and
administering the Department's annual budget.
F. Maintenance of records for all equipment used by the
Public Works Department.
G. The duties of the Public Works Director in his absence.
The Transfer Station Manager shall be responsible
for the operation of the Transfer Station and more specifically be
responsible for:
A. Daily operations of the Transfer Station and supervision
of the Transfer Station Attendants.
B. Supervision of safety procedures.
C. Inspection of Transfer Station equipment and maintenance
of inspection records.
D. Assisting the Public Works Director in preparing and
administering the Department's annual budget.
E. Collection and accounting for user fees collected
at the Transfer Station.
F. Documentation of universal waste dropoffs.
G. Dispatch and maintenance of records for all waste
removals.
