There shall be a Board of Appeals of five members,
all of whom shall be residents of the Town of Standish. The members
of the Board shall be appointed by the Town Council of the Town of
Standish. Terms of members shall be for three years, except that initial
appointments shall be such that the terms of office of no more than
two members shall expire in any single year. The members of the Board
shall annually elect a Secretary and Chairman, who shall provide for
the keeping of the minutes of the proceedings of the Board of Appeals,
which shall show the vote of each member upon each question. All minutes
of the Board shall be public record. A quorum shall consist of three
members.
Any question of whether a particular issue involves
a conflict of interest sufficient to disqualify a member from voting
thereon shall be decided by a majority vote of the members, except
the member who is being challenged.
In granting appeals under this article, the Board of Appeals may impose such conditions as it deems necessary in furtherance of the intent and purpose of this Part
