The purpose of this article is to promote public safety by controlling the traffic generated by closely spaced curb cuts resulting from strip development, from access to major roads from local roads, from the placement of intersections at unsafe locations on primary roads and to provide for a pedestrian-friendly sidewalk plan.

The Town Council or its assigns may develop roadway and sidewalk plans, including but not limited to the location of future Town rights-of-way and the location of future curb cuts for vehicular access to/from primary roads, including but not limited to Routes 25, 113, 114 and 35. The Planning Board and applicants for zoning, site plan and subdivision approvals shall consider any applicable roadway and sidewalk plans in the design and layout of projects. Applicants shall design projects in such a manner as not to impair the Town's ability to implement any applicable roadway and sidewalk plans in the future. The Route 25/35 Corridor Study prepared by Gorrill-Palmer Consulting Engineers, Inc., dated July 9, 2007, was recommended by the Roadway Planning Committee and adopted by the Town Council as the Town's roadway plan for Standish Village by Town Council Order No. 101-07. This conceptual roadway plan was replaced by the Centers of Opportunity Standish Corner PACTS Land Use Transit Plan dated October 15, 2015, per Council Order No. 11-16. The sidewalk plan is set forth in Attachment 6 to Chapter 252 and was first adopted by the Town Council as the Town's sidewalk plan by Town Council Order No. 128-07 and subsequently amended by Town Council Order No. 54-18 to add aerial maps to accompany the three sidewalk plan areas described textually by Town Council Order No. 128-07. The sidewalk construction standards are depicted graphically by the cross-sections contained in Attachments 2 through 5 of Chapter 252. The three sidewalk plan areas set forth in Attachment 6 represent the areas that the Town has prioritized for future sidewalk installations in order to meet the Town's goal of creating an interconnected sidewalk system in the three village areas of Sebago Lake Village, Standish Corner and Steep Falls. Land use development that might preclude these sidewalk plan locations from being developed as sidewalks should be avoided. Nothing herein eliminates the requirement that an applicant comply with the provisions of this chapter, Chapter 181 or any other applicable law, ordinance, rule or regulation with regard to the installation of required street improvements for areas located either within or outside of those areas described and depicted on the sidewalk plan.

The standards in the Town of Standish Access Management Standards (Access Management Standards)[1] are hereby adopted by reference as part of this article. The requirements of the Town of Standish Access Management Standards shall apply to all arterial and collector roads as defined in the street classification and design standards. If there is a conflict between the Town of Standish Access Management Standards and any access management provisions in an applicable roadway plan, the Planning Board may require the application of the roadway plan if the Planning Board finds that implementation of the roadway plan is technically and financially feasible.

A. 
The purposes of common frontage roads shall be to:
(1) 
Maintain the flow and circulation of traffic along arterial roadways identified in roadways identified in the Standish Roadway Plan.
(2) 
Provide improved access to commercial, industrial and residential developments located on or adjacent to arterial roadways.
(3) 
Preserve capacity of the arterial roads by controlling access and preventing a proliferation of turning movements.
(4) 
Segregate local traffic from higher speed through traffic.
B. 
In order to accomplish the purposes stated in Subsection A above, the Planning Board, in the site plan approval or subdivision approval processes, shall, where appropriate:
(1) 
Process all site plans and subdivision plan applications in reference to the roadway plan and the Town of Standish Access Management Standards (Access Management Standards). (See attached.)[1]

(2) 
If the number, spacing and location of any entrance(s) and exit(s) from the property under review are sited in accordance with the Access Management Standards, the minimum frontage and off-street parking requirements shall be reduced by 15% and the maximum building coverage increased by 15%.
(3) 
If there is interconnection of parking areas and land uses via access drives or common frontage (service) roads within and between adjacent lots in accordance with the roadway plan and/or Access Management Standards, the minimum frontage and off-street parking requirements shall be reduced by 15% and the maximum building coverage increased by 15%.
(4) 
If the land uses adjacent to or integrated in a shopping center or cluster of commercial or other facilities use common access drives or common frontage roads with other establishments in that center or stretch of arterial road cluster, the minimum frontage and off-street parking requirements shall be reduced by 15% and the maximum building coverage increased by 15%.
(5) 
If the parking area is placed behind the building(s) at the back of the lot, the minimum frontage and off-street parking requirements shall be reduced by 15% and the maximum building coverage increased by 15%.
(6) 
The bonus incentives of Subsection B(2), (3), (4) and (5) above are accumulative, but in any combination shall not result in the minimum frontage and number of street parking spaces to be reduced to more than 50% of the normally allowed minimum frontage or parking spaces in the zoning district, or more than a 50% increase in the maximum building coverage in the zoning district.
C. 
The Planning Board may grant conditional approval which would allow direct access to the arterial road until such time as the access drive, common frontage road or service road is improved and available, at which time the direct access to the highway would be eliminated.
D. 
The Planning Board shall require written assurance and/or deed restrictions, satisfactory to the Town Attorney, binding the owner and his heirs and assignees to permit and maintain such internal access and circulation and interuse of parking facilities if these are approved by the Planning Board to meet the Town of Standish Roadway Plan and/or Access Management Standards and the intent of the roadway plan.
