The Township Council, deeming it necessary for
the proper and efficient conduct of the affairs of the Township and
particularly the administration of certain of the playgrounds and
recreation places of the Township, does hereby create an Advisory
Recreation Committee of the Township of Springfield, hereinafter referred
to as the "Committee."
The Council may appoint not less than three
but no more than nine persons, plus two alternates, who shall be citizens
and residents of the Township, as members of the Recreation Committee.
The Committee members and alternate members shall be appointed by
the Council for a one-year term. The members of the Committee shall
serve until their respective successors are appointed. Alternate members
may participate in discussions of the proceedings but may not vote
except in the absence or disqualification of a regular member. The
members and alternate members of the Committee shall receive no compensation
for their services.
The Recreation Committee shall not acquire lands
for public playgrounds and recreation places by purchase, lease or
condemnation.
All those lands owned by the Township which
have been dedicated as park or recreational areas shall remain the
property of the Township and are not considered to be under the control
of the Recreation Committee.
Activities at all Township-owned parks and recreation places shall be governed by Chapter
141, Parks, of this Code. The Recreation Committee shall not have the authority to adopt regulations concerning the control of all lands acquired or leased by the Township and designated by the Township Council as a playground or recreation place.
