The City Manager is hereby authorized to promulgate rules and regulations for the recreational use of the Wicopee Reservoir and watershed located in the Town of Putnam Valley, Putnam County, New York, which rules and regulations shall be to:
A.
Protect the water quality of said reservoir and the natural environs of the watershed.
B.
Protect the plant and facilities and other improvements.
C.
Regulate the conduct and decorum of persons permitted to enter into the area.
D.
Permit appropriate recreational activities consistent with the foregoing.
E.
Provide a system of permits for persons desiring to enter upon said property for recreational purposes, which permits may be limited in number for any given period of time in the event the City Manager shall determine that it may be undesirable to have excessive permittees on the premises at once.
F.
Authorize paid City staff and persons duly appointed as hereinafter provided to enforce the rules and regulations and provide appropriate identification and evidence of authority to such persons.
G.
Provide that a person shall be deemed to be on the Wicopee property without the permission of the City of Peekskill if such person fails to adhere to the rules and regulations, and any such person on the property without permission shall leave forthwith upon the direction of a duly authorized person.
H.
Provide that any person violating the rules and regulations and who does not leave the Wicopee property when directed by a duly authorized person shall be prosecuted as a trespasser.[1]
