No person shall be eligible to be appointed as a member of any board or commission in the Village of Scarsdale who is not a citizen or legal resident of the United States of America, at least 21 years of age and a resident of the Village.
This article shall change or supersede § 4-404 of the Village Law, as added thereto by Chapter 740 of the Laws of 1964,[1] to the extent that the provisions thereof conflict with or are contrary to the provisions of this article.

No person shall be eligible to be appointed to or to hold any appointive Village or town office in the Village of Scarsdale who is not a citizen of the United States, is not at least 21 years of age and is not a resident of the Village of Scarsdale or of any Village, town or city located within 60 miles from the Village of Scarsdale. The citizenship and residence eligibility qualifications shall apply to police officers and fire fighters. As to police officers, residence also must be within the state.
This article shall change or supersede § 3-300, Subdivision 2, of the Village Law, as last amended, § 3 of the Public Officers Law, as last amended, and § 23 of the Town Law, as last amended, to the extent that the provisions thereof conflict with or are contrary to the provisions of this article.
