It shall be a violation of this chapter to intentionally cause a false alarm, and any person who does intentionally cause a false alarm shall be subject to the penalty provisions of this chapter.
Any owner or lessee of property having an alarm device or system of devices on such premises and any user of services or equipment furnished by a licensee under this chapter shall pay to the village a fee as established by the Village Board of Trustees.
A. 
All charges will be collected by the Village Treasurer. Failure to pay a charge shall subject such alarm owner, lessee or user to the penalty provisions of this chapter.
B. 
Any alarm owner, lessee or user charged with a false alarm may, within 10 days of receipt of notice of the charge, contest such in the manner provided in § 107-9 of this chapter.
False alarm charges may be waived by decision of the Village Manager as recommended by the Alarm Review Board or by the Village Manager if denied by the Alarm Review Board.

The village may require that a fee or fees be paid by any person operating or owning an alarm device for costs incurred or which may be incurred by the village on account of the installation and operation of such alarm device.
B. 
False alarms that do not cause the dispatch of emergency vehicles may be treated differently than other false alarm charges.
A. 
The alarm device owner, lessee or user shall be responsible for the maintenance and service of the alarm device and shall be responsible for all malfunctions of such device.
B. 
A malfunction of an alarm user's system constitutes a false alarm.
