All applicants to the Village of Scarsdale for a license to be a taxicab
driver, alarm agent, peddler or vendor and all persons applying for appointment
by the Village of Scarsdale as volunteer firemen, special police or full-time
employees shall be fingerprinted.
All such applicants shall be investigated by the Scarsdale Police Department,
which investigation shall include, but not be limited to, the submission of
a full set of the applicant's fingerprints to the New York State Division
of Criminal Justice Services for a criminal history record search. After the
completion of the investigation, the Chief of Police or his designated agent
shall make appropriate recommendations to the Village Clerk as licensing officer
or to the appointing officers in the case of volunteer firemen, special police
or full-time employees.
Each application shall contain the following language: "The applicant
hereby consents to a complete investigation of his or her background, including
fingerprinting, and hereby grants permission to the Village of Scarsdale and
the New York State Division of Criminal Justice Services to take and use his
or her fingerprints for the purpose of a criminal history record search."
Every applicant for a license shall bear the cost of such investigating,
including fingerprinting and the criminal history record search, not to exceed
the sum of $25. A similar fee shall be charged in connection with other licensing
which requires investigation of records and fingerprinting by the village,
including licensing by the state.
