A. 
The Village Clerk shall keep a record of all taxicab licenses and taxicab driver's licenses issued and of the amount of fees paid therefor.
B. 
The Chief of Police shall cause to be kept in the office of the Police Department copies of approved applications for licenses of all licensed taxicabs and taxicab drivers and of any other related information.
Notice of the rejection of an application for a taxicab license or taxicab driver's license, notice of the suspension or revocation of a taxicab license or taxicab driver's license and notice of a hearing in respect to any of the foregoing shall be given by the Village Clerk, by registered mail, directed to the respective applicant, owner or taxicab driver at the address stated in such application or appearing in such license. At the same time, a copy of the notice of rejection of an application for a taxicab driver's license shall be sent by registered mail to the last known taxicab owner employing the applicant. Notice of a hearing shall be given at least three days prior to the date thereof, exclusive of the date of mailing.
At such time as the Board of Trustees may require, each owner of a licensed taxicab shall file with the Village Clerk a report containing information desired by the Board, including but not limited to the amount of business done by the taxicab owner during such period of time as is indicated by the Board of Trustees.

No taxicab shall be licensed hereunder until it has been thoroughly inspected by an employee of the village, designated for this purpose by the Chief of Police, has been found to be in safe condition for the transportation of passengers, clean, fit and of good appearance.
B. 
A report of such inspection shall be filed by the Chief of Police with the Village Manager before a taxicab license is issued.
C. 
After a taxicab license has been issued for a particular taxicab, the Chief of Police may at any time inspect said taxicab or cause it to be inspected by an employee of the village, and such inspection shall be made at least once each six months. A report of each inspection shall be kept on file by the Chief of Police in his office.
No person shall display or attempt to use any license that has been suspended or revoked or wear or display any taxicab driver's license which has not been lawfully issued to such person. Every person to whom a license has been issued under the provisions of this chapter shall, upon discontinuing or abandoning the operation or driving of a taxicab, return such license to the Village Clerk within three days of such discontinuance or abandoning, unless it has been lost or for other reasons cannot be restored. Such license shall not be assigned or transferred to any other person except as provided therein.
Articles left in taxicabs must be delivered to the Chief of Police or to a member of the Police Department of the village who is then on duty and in charge at police headquarters, promptly following discovery of any such articles.
Taxicabs shall not have installed therein or use any unusual horn or other sounding device or any noisier horn or sounding device than on an ordinary private passenger motorcar and shall not sound their horns unnecessarily.

Taxicabs shall at all times be maintained in a clean condition.
B. 
All taxicabs shall be kept in good operating condition.
C. 
All taxicabs shall be well painted, and the finish shall be in good condition.
D. 
When furnishing, upholstery or floor mats are found to be worn out (broken springs, holes, tears), they shall be replaced.
No taxicab shall remain unattended on a hill with its motor running, and, if left unattended, the motor must be stopped, brakes applied and motor left in gear if the transmission is a manual or standard shift or left in park if the transmission is automatic or semiautomatic.

Taxicab drivers, in the course of their business, shall conduct themselves at all times in an orderly manner and shall not use threatening, abusive or insulting language. They shall not solicit passengers unduly or in a noisy manner and shall refrain from acting in such a way as to annoy, disturb, interfere with, obstruct or be offensive to prospective or actual passengers or other taxicab drivers or other persons.
B. 
Taxicab drivers may stand and solicit passengers only in such place or places as may be designated by the Chief of Police.
The driver may carry packages or parcels where the merchandise is accompanied by a passenger or passengers but may refuse to carry such packages or parcels when the contents cause the vehicle to become stained or evil smelling. This, however, shall not be interpreted as license to hire such vehicle for expressage purposes only.
All taxicabs which are subject to the application of this chapter must display signs or other identification on each side of the cab in letters not less than two inches in height stating the name of the owner of the taxicab and the fact that the vehicle is a taxicab, which identification may be either of a permanent or temporary nature. These signs must be visible whenever the taxicabs are operating within the village limits, and the lettering must be of a color which is of high contrast to the color of the taxicab.

No person who operates a taxicab licensed by the village shall charge higher rates than those prescribed under Subsection C of this section for transportation from, to, within and between the various rate zones established by this chapter and transportation service by the hour.
B. 
For the purpose of this chapter, the village is hereby divided, respectively, into six zones radiating from the Scarsdale Station and into five zones radiating from the Hartsdale Station of the Metro North Commuter Railroad.
C. 
All rates and charges shall be set by resolution of the Board of Trustees.[1] A Zone Map showing all rates and charges shall be kept in each taxicab.

Any person who shall violate or fail, neglect or refuse to comply with any provision of this chapter or any rule, regulation, order or special direction duly made thereunder shall, upon conviction thereof, be punished by a fine of not more than $250 and/or by imprisonment of up to 15 days, and each day such violation continues after the expiration of any period allowed for compliance under the provisions of this chapter shall constitute a separate offense.
