A. 
Applications will be accepted for final consideration by the Board when they are, in all respects, as required by the Code of the Village of Scarsdale and by these rules, complete, and no application shall be considered to have been referred to the Board until it is so accepted.
B. 
The Building Department shall review each application prior to the date of the meeting of the Board at which such application is to be considered and at such meeting shall report to the Board as to compliance of such application with applicable requirements of law and these rules and regulations.
C. 
Applications transmitted to the Building Department on or before 5:00 p.m. on the Monday preceding any meeting of the Board will, in chronological order of receipt, be added to the calendar of the Board for such meeting. Upon the taking up of matters appearing on the calendar, the Board may accept an application for consideration or direct its completion in accordance herewith. If the application is accepted for consideration, the Board shall hear and accept such relevant evidence as the applicant and other interested parties may offer and shall make such disposition of the matter, including adjournment or the imposition of conditions and other safeguards, as it shall then determine.

A. 
When a prospective applicant requests a preliminary review or such preliminary review is referred to or requested of the Board by the Village Board, the Planning Board or the Board of Appeals pursuant to Chapters 12, Appeals, Board of; 18, Architectural Review, Board of; 77, Planning Board; 171, Freshwater Wetlands; 182, Historic Preservation; 251, Site Plan Review; and 310, Zoning, of the Code of the Village of Scarsdale and the rules and regulations of said Planning Board and Board of Appeals such preliminary review shall be included on the calendar of the next regular meeting of the Board for consideration by the Board and transmission of its opinion thereon to the referring authority.

B. 
When the Building Inspector is reasonably satisfied that the plans of a prospective applicant may be submitted for preliminary consideration in advance of being formally transmitted to the Board, he may, in his discretion, include such preliminary consideration on the calendar for a meeting in the same manner as other items of the calendar, noting thereon the preliminary nature of the submission.
C. 
No approval or other indication of opinion of the Board on any preliminary review shall constitute acceptance of the final plans or prevent the Board from requiring that changes, modifications or a complete revision be incorporated in such final plans.

All plans shall be drawn in scales commonly in use and shall include such drawings as shall clearly represent those structural, topographical and design features so that the Board can arrive at an evaluation of the proposed construction, addition, reconstruction or alteration.
A. 
In general, applications shall include:
(1) 
Drawings of all full elevations upon which any construction, addition, reconstruction or alteration is proposed, showing both existing and proposed conditions. Treatment of architectural details, i.e., facias, corner boards, gutter returns, location of downspouts, etc., shall be clearly and completely indicated. Materials and treatment for roofing, siding, doors, windows, trim, shutters, chimneys, exposed foundation walls, exposed mechanical equipment, lighting, etc., shall be clearly indicated.
(2) 
One set of photographs of all elevations or sites affected by the applicant's proposal shall be presented during the meeting or hearing.
(3) 
A plot or site plan.
(4) 
Floor plans.
B. 
In addition, applications for new construction and major alterations shall include:
(1) 
One set of photographs of adjacent buildings and sites within 200 feet of the proposed structure shall be presented during the meeting or hearing.
(2) 
Accurate locations and heights of roofs and first floor levels of buildings and structures on contiguous lots.
(3) 
Landscaping plans delineating screenings and other plantings, driveways, entrance walks, exterior stairs, retaining walls and all existing trees measured and described in accordance with § 281-25A(1), and methods of tree preservation, in accordance with § 281-25A(2).

(4) 
Samples of building materials.
C. 
In addition to any requirements set forth in this Article, an application may include renderings, scale models, displays and other visual representations of the proposed construction and written or graphic representations of the surrounding neighborhood, topography, etc., as the applicant wishes to submit.
D. 
The Board may require such additional informational material as it deems necessary or desirable to a proper determination on any application. Drawings or interior details and structural, mechanical and electrical drawings need not be submitted unless specifically requested by the Board.
A. 
The approval of any application is conditioned upon the strict compliance with the drawings as submitted and approved.
B. 
No certificate of occupancy shall be issued by the Building Inspector unless there is complete compliance with the plans as approved.
C. 
Any deviation or variation from the approved plans which in any way affects the external appearance of the building or structure involved shall be resubmitted to the Board for its approval.
Approval of any application shall expire and be void and of no effect upon the abandonment, suspension or expiration of the building permit issued pursuant thereto, in accordance with the applicable provisions of Chapter 132, Building Construction and Fire Prevention, of the Code of the Village of Scarsdale.
