A. 
When, by vote of a majority of the whole Board, it is deemed to be in the public interest to hold a public hearing on any application or applications, such public hearing shall be held, on notice as hereinafter provided, at a time and place designated by the Chair. Such public hearing may be either in conjunction with or separate and apart from a regular or special meeting of the Board.
B. 
In addition to the above provisions, the Board deems it is in the public interest for an applicant to afford notice as hereinafter provided in § A317-11C of this article for the following applications:
(1) 
The construction of any new residence, any new accessory structure larger than 100 square feet and commercial or public structures.
(2) 
The addition to any existing structure.
(3) 
The construction of any fence in, adjacent to or opposite any front yard or along the frontage lines of any public or private street.

A. 
Notice of a public hearing to be held by the Board shall be published in the issue of the official newspaper of the Village preceding the date of such hearing.
B. 
The Secretary shall serve or cause to be served a written notice of the time and place of any public hearing upon each applicant or his representative, whose application is to be considered thereat, not less than 14 days, if by mail, and not less than 11 days, if by personal service, prior to the date of such hearing.
C. 
Each applicant whose application is deemed to be in the public interest under the provisions of § A317-10 of this article shall serve, personally or by mail, a written notice, setting forth the nature and substance of the application and the time and place of the hearing at which the application shall be heard by the Board, upon all owners of property any part of which is located within 200 feet for residential uses, or within 500 feet for commercial or other public uses, of the structure to which the application relates. Such notice shall be served by mail not less than 10 days or by personal service not less than seven days prior to the date of the hearing, and proof of proper service, in affidavit form, shall be submitted to the Board by the applicant at or prior to the hearing.
D. 
At the direction of the Board, the Secretary shall serve or cause to be served written notice of any public hearing upon any other individual or any agency or official of the Village or of any other municipality by transmitting such notice at least 10 days prior to the public hearing.
Only such business shall be conducted at a public hearing as shall have been contained in the notice thereof. Any person, whether or not entitled to notice, shall be given an opportunity to be heard in support of or in opposition to any application or to convey information materially relevant to such application. The rules governing the regular meetings of the Board shall be followed with respect to appearances and submissions. Any public hearing may be adjourned to a later date by vote of a majority of the members of the Board present at the date originally fixed for such hearing, and, unless otherwise directed by the Board, no notice need be given of any adjourned public hearing.
