The Planning Board of the Village of Scarsdale
shall consist of five members, appointed by the Mayor, subject to
the approval of the Board of Trustees, for staggered five-year terms,
as provided in the Village Law. In addition, pursuant to § 7-718
of the Village Law, the Mayor may appoint up to two alternate members,
subject to the approval of the Board of Trustees, to substitute for
members faced with a conflict.

The Chair appointed by the Mayor, subject to
the approval of the Board of Trustees, shall preside at all meetings
and hearings and supervise and direct all of the official business
of the Planning Board. In the event of absence or disability of the
Chair, the Planning Board may designate a member to serve as Chair,
who shall preside over all proceedings and assume all duties of the
Chair.

A. The Village Clerk may designate a Clerk of the Board,
to whom is delegated all the duties of the Village Clerk and who shall
conduct all correspondence of the Board, issue all notices required
by law and by these rules or by order of the Board, keep a record
of all meetings and hearings, draft the official minutes of the Board's
proceedings and keep a record of all of its official actions. The
Village Clerk's delegate is authorized to sign final subdivision plats
signifying compliance with all conditions of the Board as contained
in the resolution of approval.
B. The Village Clerk's delegate shall determine when
an application is complete and in proper form and filed within the
period prescribed by these rules and regulations; shall place such
application on the calendar for the next regular meeting of the Board
to be held not less than 23 days after the date of filing of the application;
and shall transmit to each member of the Board a brief statement of
the nature of each application and a copy of any plans and other documentation
filed in support thereof at least five days prior to the hearing thereon.
C. Within five business days of a decision on a preliminary
plat, final plat, site plan or special use permit application, the
Village Clerk's delegate shall file a copy of the resolution of the
Board with the Village Clerk and mail a copy thereof to the applicant.
The Chairman shall prepare a written report
on the work of the Planning Board during the preceding fiscal year,
which report shall be filed with the Village Board no later than June
15 of each year.
