Water bills will be rendered and will include a service charge based on the size of the water meter, and charges for water use will be based on the consumption reflected by water meter readings.
A. 
Quarterly billing.
(1) 
Except as otherwise provided in this article, water meters will be read and water bills will be rendered at regular quarterly intervals.
(2) 
Quarterly bills shall be due and payable on the first business day of February, May, August and November. Estimated readings may be made when an actual reading cannot be obtained.
B. 
Monthly billing.
(1) 
For premises with large water use requirements, water meters will be read and water bills will be rendered monthly reflecting charges for the preceding monthly period.
(2) 
Monthly bills shall be due and payable on the first business day of each month.
C. 
Special billing. Upon the request of a property owner or the tenant or lessee of the property designated pursuant to § A320-26B of these rules and regulations, meter readings may be made and special water bills may be rendered, for a portion of the normal billing period. A charge shall be made, as established by the Board of Trustees, for such special meter reading and special billing.
Water bills shall be payable at the office of the Village Treasurer. Checks, in payment of such bills, shall be made payable to Scarsdale Water Department.
A. 
Late payment penalties. Water bills remaining unpaid for one month or more after the due date for payment shall be subject to a late payment penalty. If a water bill remains unpaid for a period of three months after the due date for payment, water service will be temporarily discontinued and so remain until all charges and penalties have been paid, together with an additional fee for the restoration of water service. Such penalties and fees shall be established by the Board of Trustees.
B. 
Responsibility for payments. The owner of the property provided with water service shall be responsible for the payment of all water bills and for such other charges as may be made pursuant to the provisions of these rules and regulations. Such billing shall be made to the property owner, except that, upon the written request of such owner, the Water Department will mail such bills to the tenant or lessee of the property; however, such mailing will not negate the property owner's responsibility for payment of bills and all penalties which may have accrued.
All fees and charges provided for in these regulations shall become a lien, on the date payable, upon the land and buildings constituting the premises receiving water service or installation of water service connection or meter installation or repair or other Water Department services and shall remain a lien thereon until paid or satisfied. The Water Department is authorized to discontinue water service to any premises for which bills have been rendered for any service prescribed in these Rules and Regulations and which remain unpaid for a period of three months.
