A. 
Purpose. Administrative boards and commissions specified in this chapter have been established for the proper and efficient conduct of Township affairs. The purpose of these boards and commissions is to perform duties of a continuing nature in specified areas as designated by the laws of the Commonwealth of Pennsylvania, this chapter and the ordinances of Cheltenham Township.
B. 
Establishment; authority.
(1) 
The boards and commissions recognized in this article have been previously established by ordinance. Additional boards and commissions shall from time to time be established by ordinance as deemed necessary by the Board of Commissioners.
(2) 
Those boards and commissions specified as being administrative in this code have been established within the requirements of the statutes of the Commonwealth of Pennsylvania, the ordinances of Cheltenham Township and the Charter. These boards and commissions shall perform such administrative duties and possess such authority only in those specific areas of responsibility so designated by the statutes of the Commonwealth of Pennsylvania, this code and other ordinances.
C. 
Expenditure of public funds; contracts. No administrative board or commission shall have the authority to spend Township funds, unless provided for in the budget and subsequently approved by the Township Manager. Township employees designated by the Township Manager shall serve as liaison to provide staff services to the board or commission. No board or commission shall have the power to enter into contracts unless otherwise provided by ordinance.
D. 
Appointments; vacancies; removal; compensation; terms of office.
(1) 
The board or commissioners shall appoint the members of administrative boards and commissions as provided for in § C1302 of the Charter.
(2) 
Any member of an administrative board or commission may be removed prior to the expiration of his appointed term in accordance with the laws of the commonwealth applicable to such board or commission or as provided for in this code, the Charter or ordinance.
(3) 
The members of any administrative board or commission shall serve without compensation, except as otherwise provided by applicable law or ordinance.
E. 
Officers; duties.
(1) 
A Chairman and a Vice Chairman shall be elected by the members of each administrative board or commission at an annual organization meeting to be held in January and shall hold office until their successors are elected.
(2) 
The members of each administrative board or commission may elect one of their own members or appoint an employee of the Township designated by the Township Manager to act as Secretary. The Secretary, if elected from the membership, shall serve a one-year term. If an appointed Township employee, the Secretary shall serve at the pleasure of the board or commission.
(3) 
The Chairman, or in his absence the Vice Chairman, shall preside at all meetings of the administrative board or commission and decide all points of order and procedure.
(4) 
The Secretary shall conduct, at the direction of the administrative board or commission, all official correspondence of the board or commission; shall send out all notices required by law; shall keep a record of each meeting, examination or other official action; and shall perform all other duties required by the board or commission, applicable law or ordinance.
F. 
Procedures for meetings.
(1) 
All meetings and hearings of administrative boards and commissions shall be open to the public.
(2) 
Regular meetings of administrative boards and commissions shall be held at least once each month on a designated day, unless no matters are pending for consideration.
(3) 
Special meetings may be held as needed upon the call of the Chairman or Vice Chairman, provided that appropriate notice of each meeting is given to each member and to the public.
(4) 
A quorum shall consist of at least a majority of all members of the board or commission, except for the Zoning Hearing Board which shall be in accordance with laws of the Commonwealth of Pennsylvania.
(5) 
The Secretary shall keep minutes of the administrative board or commission proceedings, showing the vote of each member upon each question or, if absent or failing to vote, indicating such fact.
(6) 
A file of all materials and decisions relating to each case shall be kept by the Secretary as part of the records of each board or commission.
(7) 
All records of administrative boards or commissions shall be public records.
A. 
Establishment and purpose. In accordance with the Municipalities Planning Code of the Commonwealth of Pennsylvania[1] and the ordinances of Cheltenham Township, there is hereby recognized the existence of the Zoning Hearing Board for the following purpose: to act as a quasi-judicial body responsible for conducting hearings and issuing rulings on appeals from decisions of any Township officer charged with enforcing Chapter 295, Zoning, and on request for special exceptions and variances.

B. 
Membership and term of office.
(1) 
The Zoning Hearing Board shall consist of three members who shall be appointed in accordance with § C1302 of the Charter and Township ordinance.[2]

The Zoning Hearing Board will continue to have three members to hear applications, and, when required, a member will be replaced by an alternate. The Zoning Hearing Board Chairman will determine if an alternate is needed and, if there is more than one alternate, who will serve at any hearing. An alternate who participates in a Zoning (Board) hearing will remain on that panel until that particular case is concluded. No more than two alternates will serve on a panel at any time.”
(2) 
The terms of office shall be for three years, provided that it is so fixed that the term of office of one member shall expire each year.
(3) 
Should a vacancy occur, the Board of Commissioners shall appoint a member to fill the vacancy for the unexpired portion of the term.
C. 
Powers and duties. The Zoning Hearing Board shall be an administrative board and, as such, it shall have authority only in specified areas of responsibility granted by the ordinances of Cheltenham Township and the statutes of Pennsylvania.
D. 
Zoning Hearing Board Solicitor. The Board of Commissioners shall appoint a Solicitor to act as legal counsel to the Zoning Hearing Board.
A. 
Establishment and purpose. In accordance with the Municipalities Planning Code of the Commonwealth of Pennsylvania,[1] there is hereby recognized the existence of the Planning Commission for the following purposes, in addition to those required by state law:
(1) 
Review and make recommendations to the Board of Commissioners, through the Building and Zoning Committee, all matters affecting physical development and land usage in the Township.
(2) 
Make recommendations for the development of financial and planning policies for the Township.
(3) 
Undertake and discharge assignments or projects given to it by the President of the Board or the Board.
(4) 
Undertake projects and studies relating to the above matters at its own initiative, provided that they are within the budget established by the Board of Commissioners.
(5) 
Promote public interest in an understanding of the Comprehensive Plan and all other planning and development as it affects the development of the Township.
(6) 
Hold public hearings and meetings to carry out the above purposes.

(2) 
The terms of the office shall be for four years, and the terms of not more than two members shall commence in any one year.
(3) 
Should a vacancy occur, the Board of Commissioners shall appoint a member to fill the vacancy for the unexpired portion of the term.
C. 
Powers and duties.
(1) 
The Planning Commission shall be an administrative board, and, as such, it shall have authority only in specified areas of responsibility granted by the ordinances of Cheltenham Township, state law and the Charter.
(2) 
The Planning Commission shall undertake and discharge assignments or projects given to it by the President of the Board of Commissioners.
A. 
Establishment and purpose. In accordance with the ordinances and resolutions of Cheltenham Township, there is hereby recognized the existence of the Civil Service Commission to advise the Township Manager in the recruitment, selection and promotion of all permanent, full-time, non-policy-making positions in accordance with Chapter 44, Personnel, state law, the Charter and Township ordinances.
B. 
Membership and term of office.
(1) 
The Civil Service Commission shall consist of three members who shall be appointed in conformity with § C1302 of the Charter.[1]

(2) 
The terms of office shall be for six years, which terms shall commence at two-year intervals.
(3) 
Should a vacancy occur, the Board of Commissioners shall appoint a member to fill the vacancy for the unexpired portion of the term.
C. 
Powers and duties. The Civil Service Commission shall be an administrative board, and, as such, it shall have authority only in specified areas of responsibility created by the ordinances of Cheltenham Township, the statutes of Pennsylvania and the Charter.
A. 
Establishment and purpose. In accordance with the Library Code of the Commonwealth of Pennsylvania[1] and ordinances of Cheltenham Township, there is hereby recognized the existence of the Library Board for the purpose of conducting the affairs of the Cheltenham Township Library System.

B. 
Membership and term of office.
(1) 
The Library Board shall consist of seven members who shall be appointed in accordance with § C1302 of the Charter and Township ordinances.
(2) 
The terms of office shall be three years.
(3) 
Should a vacancy occur, the Board of Commissioners shall appoint a member to fill the vacancy for the unexpired portion of the term.
C. 
Powers and duties. The Library Board shall exercise those powers and perform those duties pursuant to the Library Code of the Commonwealth of Pennsylvania[2] and the ordinances of Cheltenham Township. The powers and duties of the Library Board shall include but not be limited to the following:
(1) 
Supervise, maintain and operate the Township's library facilities.
(2) 
Coordinate the Township library operations, to the extent practicable, with the School District's library operations.
(3) 
Disburse and have exclusive control over all moneys appropriated to the Cheltenham Township Library System and all moneys received from other sources for library use.
(4) 
Adopt rules and regulations governing the use and service of the Township Library System.

A. 
Intent. It is the desire of the Board of Commissioners of Cheltenham Township, Montgomery County, in the Commonwealth of Pennsylvania, to organize a Cheltenham Township Industrial Development Authority in said county, said commonwealth, under the Economic Development Financing Law.
B. 
Adoption of Articles of Incorporation. In pursuit of said desire and intention and in conformity with the terms and provisions of the Economic Development Financing Law, the proposed Articles of Incorporation are hereby set forth in Exhibit A attached hereto and made a part hereof.[1] The proposed Articles of Incorporation of said Authority shall be executed by and on behalf of the Board of Commissioners of Cheltenham Township by the President of said Board, and the Seal of Cheltenham Township shall thereto be affixed and attested to by the Secretary of said Board. After proper execution, the Articles of Incorporation shall be filed with the Secretary of the Commonwealth of Pennsylvania.
