In accordance with the provisions of Section 1141 of the Borough Code, 53 P.S. § 46141, Borough Council for the Borough of Downingtown creates the office of Borough Manager.
Borough Council shall, from time to time, and whenever there is a vacancy, elect, by a vote of a majority of all the members, the Borough Manager, who shall serve for an indefinite term and who shall be selected solely on the basis of his or her executive and administrative ability, qualifications and experience.
Borough Council, by a vote of the majority of all members, may remove the Borough Manager at any time.
Council shall establish the salary for the Borough Manager at the time of appointment and shall review same annually, as part of the budget process.
The Borough Manager shall be the chief administrative officer of the Borough of Downingtown and shall be responsible to Council for the proper administration of all affairs of the Borough. To that end, he or she shall have the following powers and duties. He or she shall:
A. 
Manage and direct Borough programs and projects in accordance with policies determined by Council; develop proposals, policies and procedures to address issues before Council; recommend new programs or changes to existing programs; and oversee implementation and enforcement of programs and policies.
B. 
Supervise administrative personnel in the performance of their duties and responsibilities; review work and establish and/or support objectives in accordance with priorities established by Council; communicate policy, adjust grievances, evaluate work performance, approve vacations and absences and recommend hiring; discipline or discharge.
C. 
Oversee supervision of the Public Works Department, while the Superintendent assumes primary charge of direct supervision; meet to review short- and long-range planning; and discuss problems, review personnel actions and recommend hiring, discipline or discharge.
D. 
Provide for independent planning and administration of the Police Department by the Police Chief and Mayor; assist the Mayor with the administration of public safety programs; facilitate clerical support and assist with benefit program administration, personnel matters and problem resolution.
E. 
Attend Council meetings; prepare agendas and gather information for submission to Council; inform Council of the conduct of Borough affairs and activities; and participate on various committees or agencies and assume other municipal offices as directed by Council.
F. 
Review and investigate, or cause to be investigated, complaints about Borough services, except where departments are able to effectively resolve such problems; direct public relations activities; and work in concert with department heads to maintain contact with business and the media.
G. 
Attend professional association meetings and conferences and review professional journals to stay abreast of developments in the field of municipal administration.
