As used in this article, the following terms shall have the meanings indicated:
HOURS OF LIMITED PARKING
The time of day of the various days of the week when the provisions of this article are to be in effect.
METERED PARKING ZONES
The areas within the Borough in which parking is to be regulated by this article.

PARKING LOT
A municipal parking lot with parking meters, slot collection boxes or pay stations.

The hours of limited parking shall be during the period from 8:00 a.m. to 5:00 p.m., Monday through Saturday. The hours of limited parking shall not be applicable on Sundays and on the following holidays: New Year's Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, July 4, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.

A. 
Parking meters installed in parking meter zones established as provided in § 274-31 shall be placed upon the sidewalk and immediately adjacent to the individual parking places hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such a meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough, and when operated shall indicate on and by its dial and pointer the duration of the period of legal parking, and on the expiration of such period shall indicate illegal parking or overparking.
B. 
Parking pay stations installed in metered parking zones established in § 274-46 shall be placed in each zone. Each pay station shall have signage clearly indicating the legal parking time and manner of operation of the pay station.

There shall be lines or markings painted or placed upon the curb, sidewalk and/or upon the streets in metered parking zones for the purpose of designating the parking spaces for which said pay station is to be used. Each vehicle shall be parked within the lines or markings so placed. It shall be unlawful and a violation of this article to park any vehicle across such line or marking or to park such vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

When a parking space in any metered parking zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked within the marked lines. When a parking space in any metered parking zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to the curb.

Pay stations, when installed and properly operated, shall be so set as to display a signal showing legal parking upon the payment of a daily/hourly rate amount as adopted by a resolution of Borough Council.

If such vehicle shall remain parked in any metered parking space for such a length of time that the pay station shall indicate by a proper signal that the lawful parking period has expired, such vehicle shall be considered as parking overtime, and the parking of a vehicle overtime shall be a violation of this article.
It shall be unlawful and a violation of this article for any person or persons to deposit or cause to be deposited, in a parking meter, any legal coin for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time as stated on the meter.

It shall be unlawful, and a violation of the provisions of this article, for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter, slot box or pay station installed under the provisions of this article.
It shall be the duty of the police officers and/or the parking enforcement officers of the Borough, acting in accordance with the instructions issued by the Chief of Police, to report:
A. 
The location of the vehicle that is parked in violation of any of the provisions of this article.

B. 
The date and hour of such violation.
C. 
The state license number of such vehicle.
D. 
Any other facts and information which are necessary to a thorough understanding of the circumstances attending such violation.

Each police officer or parking enforcement officer shall also place on such vehicle a notice to the owner or driver thereof that such vehicle has been parked in violation of the provisions of this article, and instructing such owner or driver how to make payment in regard to such violation. The penalty shall be set from time to time by resolution of Borough Council; however, such owner or driver may, within seven days of the time when such notice was attached to such vehicle, pay at the Borough Office as penalty for and in full satisfaction of such violation, a lesser sum to be set from time to time by resolution of Borough Council. The failure of such owner or driver to make such payment at the Borough Office within the seven-day period shall result in said owner or driver being liable for the full penalty and costs of prosecution.
Any person who shall violate any of the provisions of this article or who shall aid, abet or assist in the violation thereof shall, upon conviction before a District Justice, be sentenced to pay a fine of not less than $25 nor more than $100 and costs of prosecution and, in default of payment of the fine and costs, shall be imprisoned for a period not to exceed 10 days.

Nothing contained in this article, or in any ordinance hereafter establishing metered parking zones, shall be construed to permit parking of vehicles in those spaces within any zone in which, by other ordinances or resolutions of the Borough Council or by Borough police regulations, parking is prohibited.

A. 
Metered parking regulations will be enforced in the following municipal metered zones/lots and permit parking lots between the hours of 8:00 a.m. and 5:00 p.m., all days except Sundays and holidays:
(1) 
Metered lots: West Lancaster Avenue (21 spaces marked for hourly parking), Stuart Avenue, East Lancaster Avenue and Mill Road.
(2) 
Permit lots: Washington Avenue, Jefferson Avenue and West Lancaster Avenue.
(3) 
Metered parking zones: Beech Street and Mill Road.
B. 
Metered parking regulations will be enforced in the following municipal metered lots between the hours of 8:00 a.m. and 5:00 p.m., all days except Saturdays, Sundays and holidays:
(1) 
Metered lots: Viaduct Avenue, Bradford Avenue and Park Lane.
(2) 
Permit lot: Park Lane (designated spaces).
C. 
Permit parking in designated municipal parking lots shall follow the rules and regulations in Chapter 199 of the Code, and as set by resolution of the Borough Council from time to time.
(1) 
Residents: Borough residents shall be given priority to apply for and purchase available parking permits in designated municipal parking lots.
(2) 
Businesses: Businesses may apply for and purchase any remaining parking permits not issued to Borough residents in designated municipal parking lots.
