The Borough of Downingtown shall maintain a master list of parking lots owned or operated by the Borough which shall be established and may, from time to time, be amended by resolution of Borough Council.

Daily rates for Borough parking lots and times of enforcement shall be set by resolution of Borough Council from time to time.

Hours of enforcement for said parking lots shall be posted in each parking lot. Parking regulations shall not be in effect on legal holidays.

The following rules and regulations shall be enforced:
A. 
All vehicles shall park between indicated parking space lines.
B. 
Pay stations: A vehicle license plate number shall be entered along with payment of the daily/hourly rate for parking.
C. 
Collection box: The correct fee must be deposited in the numbered slot of the collection box which corresponds to the number of the parking stall.
A. 
The owner or operator of any vehicle found to be in violation of this article shall be issued a citation, said fine to be set from time to time by resolution of Borough Council if paid to the Borough Office within seven days, and thereafter, a fine to be set from time to time by resolution of Borough Council.
B. 
The owner or operator of any vehicle found to be in violation of Subsection A of this section shall be subject to a fine of not less than $25 and not more than $100 plus costs of prosecution and, in default of payment of said fine and costs, shall be sentenced to confinement in the county prison for a period not to exceed 10 days.
C. 
Any vehicle parked so as to interfere unduly with the normal movement of traffic or in unmarked parking areas or so as to constitute a safety hazard shall be subject to a fine of $25, plus the cost of towing.
