A. 
No person, firm, corporation, political subdivision or agency thereof or other entity shall cause to be transported or transport any sludge or any solid, semisolid or liquid waste from without the City to any limit within the City without first securing a permit from the City Council.
B. 
Said permit shall be granted by a majority (seven) of all the members of the City Council.
