No vehicle shall be driven or moved on any public highway or way dedicated to public use, unless such vehicle is constructed or loaded so as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom, except that sand may be dropped for the purpose of securing traction, or water or other substance may be sprinkled on such a way in cleaning or maintaining the same.
Violation of this Article shall be punished by a fine of not more than $20 nor less than $10.
