Whenever any words and phrases are used in this
chapter, the meaning respectively ascribed to them in Subtitle 1 of
Title 39 of the Revised Statutes of New Jersey shall be deemed to
apply to such words and phrases used herein.

Ordinance Numbers 149, 271, 274, 399, 407, 463,
478, 495, 497, 498, 502, 506, 519, 532, 554, 582, 611, 612, 615, 617,
624, 631, 633, 636, 640, 647, 651, 657, 674, 690, 712, 717, 759, 779
and 797 of the Borough of Madison are hereby repealed, and all ordinances
or parts of ordinances in conflict with or inconsistent with the provisions
of this chapter are hereby repealed, except that this repeal shall
not affect or prevent the prosecution or punishment of any person
for any act done or committed in violation of any ordinance hereby
repealed prior to the taking effect of this chapter.
If any part or parts of this chapter are held
to be invalid for any reason, such decision shall not affect the validity
of the remaining portions of this chapter.

B.
Unless another penalty is expressly provided by statute
or except as specifically provided in this section or some other section
of this chapter, every person convicted of a violation of a provision
of this chapter or any supplement thereto shall be liable for a penalty
of not more than $50 or imprisonment for a term not exceeding 15 days,
or both.
C.
In addition
to the imposition of the above or any other penalty that may be imposed
by law for the violation of the provisions of this chapter, the Borough
may provide for the removal of any vehicle that is allowed to stand
or be parked in any parking area subject to this chapter, where such
standing or parking is contrary to any of the provisions of this chapter.
The owner shall pay the reasonable costs of the removal and storage
resulting from such removal before regaining possession of the vehicle.
