A. 
The American Flag, throughout more than two hundred (200) years of history has come to be the visible symbol embodying our nation. The flag is a unique symbol of our commitment to freedom, liberty and justice for all, of equal opportunity, of religious tolerance and of goodwill for other people who share our aspirations. No other American symbol has been as universally honored as the American Flag.
B. 
Purpose. The purpose of this local law is to protect the physical integrity of the flag of the United States under terms that are consistent with the First Amendment of the United States Constitution.
It shall be unlawful to destroy or mutilate an American Flag under circumstances knowingly calculated to lead to a breach of the peace.
A violation of this local law is a misdemeanor punishable by one (1) year in jail and/or a fine of one thousand dollars ($1,000.).
This local law shall take effect immediately upon filing with the Secretary of State.
