No person shall carry on the business of pawnbroker without a license from the Commissioner of Accounts.
A. 
The Commissioner of Accounts may grant a yearly license for such business at a particular place for a fee of $250 per year or fraction thereof.

B. 
All licenses shall expire on April 30 following the date of issue.
Every pawnbroker shall keep a record of the name and address of the customer, the date of the transaction, the amount loaned and a description of the article, which record shall be open to the inspection of any officer of the City.

In addition to the provisions of this chapter, the provisions of Article 5, § 40 et seq., of the General Business Law shall apply to all pawnbrokers in the City of Saratoga Springs, and compliance with such provisions is required.

Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to a fine of $100 per day of continued violation.
