The Township of Lower Merion hereby requests that it be authorized to participate in purchase contracts of the Department of Property and Supplies of the Commonwealth of Pennsylvania.
The Township of Lower Merion hereby agrees that it will be bound by such terms and conditions of such purchase contracts as said Department of Property and Supplies may prescribe.
The Township of Lower Merion further agrees that it will be responsible for payment directly to the vendor under each such purchase contract.
The Township of Lower Merion shall be exempt from existing statutory requirements governing competitive bidding and execution of contracts with respect to the purchase of materials, supplies and equipment when acting pursuant to and in compliance with the provisions of Act No. 31, approved July 9, 1971.[1]
