Word usage. The present tense includes the future; the singular number includes the plural and the plural, the singular. The masculine gender includes the feminine. The word "may" is always permissive and the word "shall" is mandatory.

Terms defined. Unless otherwise expressly stated, the following words and phrases shall be construed throughout this chapter to have the meanings indicated in this article:
BOARD

COMMISSION
The Planning Commission of the Township of Lower Merion.
COMPREHENSIVE PLAN
The general Comprehensive Plan of the Township of Lower Merion.
DEPARTMENT
The Building and Planning Department of the Township of Lower Merion.
