This chapter shall be administered jointly by the Police Committee and the Township Properties Committee of the Board of Commissioners. The Public Works Committee shall be responsible, however, for purchasing, erecting, repairing, maintaining and removing official traffic signs, signals, markings, equipment and devices. All actions of said Committees shall become effective, however, only when confirmed and approved by the Board of Commissioners at a public meeting.
A. 
Manner of adoption. All traffic and parking regulations of a permanent nature shall be adopted by ordinance of the Board of Commissioners, in accordance with the provisions of the Vehicle Code and the First Class Township Code,[1] upon the recommendation of the Police Committee and/or Township Properties Committee.

B. 
Schedules. For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article XV of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.

A. 
The Police Committee, the Township Properties Committee, the Superintendent of Police, or the Director of Parking Services shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations.
(2) 
In the case of emergency or to facilitate public works, or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
B. 
Such temporary and emergency regulations shall be enforced by the Police Department or the Department of Parking Services in the same manner as permanent regulations. Any person who shall operate or park a vehicle or tractor in violation of any such regulation or who shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulation shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this chapter for a violation of such nature.
This chapter shall be enforced by the police officers of the Township of Lower Merion, who are hereby given authority to direct traffic on the highways and intersections of the Township in accordance with the provisions of this chapter and the laws of the Commonwealth of Pennsylvania.

A. 
Violations generally. Unless another penalty is expressly provided by the Pennsylvania Vehicle Code[1] or except as hereinafter specified, every person convicted of a violation of a provision of this chapter, or any amendment or supplement thereto, shall be liable to a penalty of not more than $50 and costs of prosecution.

B. 
Parking, standing and stopping violations. Any person violating the provisions of this chapter pertaining to parking, standing or stopping, including time-limit parking, temporary no parking and metered parking regulations, shall, upon conviction, be guilty of a summary offense and be sentenced to pay a fine of $25 for each such violation, except as provided in Subsection D below.
C. 
Police officers, parking meter attendants and the Director of Parking Services of the Township of Lower Merion shall have authority to issue notices and citations and otherwise to enforce parking, standing and stopping violations, including time-limit parking, temporary no-parking and metered parking regulations.
D. 
Exceptions.
(1) 
Handicapped parking zones. Any person convicted of parking, standing or stopping in a space reserved for handicapped persons or severely disabled veterans shall be subject for each violation to a fine or penalty of not less than $50, and costs of prosecution.
(2) 
Student permit parking zones. Any person convicted of parking, standing or stopping, including time-limit parking, in a student permit parking zone shall be subject for each such violation to a fine or penalty of $30, except where a larger fine is provided for herein.
