As used in this article, the following terms shall have the meanings
indicated:
PUBLIC
As used in connection with swimming pools and bathing areas, means
all such establishments where members of the public are customarily admitted
upon payment of admission or other fees, membership dues or by general permission
of the owners or operators thereof.
SWIMMING POOL and BATHING AREA
All pools, streams or other bodies of water, or portions thereof,
used by the public for swimming or bathing, whether located indoors or outdoors
and whether natural or of artificial or partly artificial construction, and
includes all buildings, structures, premises, beaches and appurtenances used
in connection therewith.
No person shall construct or make changes in any swimming pool or bathing
area, including the buildings, structures, premises, beaches and appurtenances
used in connection therewith, if such changes are of a nature which may affect
the public health, until such plans and specifications therefor shall first
have been submitted to and approved by the Board of Health. When granting
such approval, the Board may stipulate such modifications or conditions as
it deems that the public health may require.
Artificial swimming pools shall be so designed and constructed as to
facilitate emptying and cleaning and shall be maintained and operated in such
manner as to be clean and sanitary at all times. In new artificial swimming
pools, inlets and outlets shall be so located and spaced as to secure satisfactory
dispersion of inflowing waters throughout the pool and area and to permit
draining, cleaning and disinfecting of the bottom and sides.
Dressing rooms provided at swimming pools and bathing areas shall be
sanitary and adequate. The Board shall have authority to prescribe when dressing
rooms shall be provided at any swimming pool or bathing area.
Adequate shower bath facilities shall be provided at all swimming pools
and bathing areas.
Sanitary toilet facilities adequate and accessible shall be provided
for both sexes at all swimming pools and bathing areas.
All bathing suits and towels shall be washed with soap or detergent
and hot water at a temperature of at least 110° F., rinsed and thoroughly
dried after each use.
Urinating, expectorating or blowing the nose in any pool is prohibited.
No person having skin lesions, sore or inflamed eyes, mouth, nose or
ear discharges or who is known to the Health Officer to be the carrier of
the microorganisms of any communicable disease shall use any swimming pool
or bathing area.
Persons not dressed for bathing shall not be allowed on walks immediately
adjacent to artificial pools, and bathers shall not be allowed in places provided
for spectators.
At every pool and public bathing area where dressing rooms are available,
one or more footbaths shall be provided at suitable points in which fungicidal
solutions shall be maintained in adequate concentrations to prevent the development
of ringworm and other skin infections.
Whenever any swimming pool, bathing area, tank or plunge, by reason
of mechanical defects or lack of proper supervision, is, in the opinion of
the Health Officer, polluted and detrimental to health, such pool, bathing
area, tank or plunge may be summarily closed.
