No privy vault, septic tank or other receptacle for human excrement shall be constructed in this municipality without a permit for that purpose being first obtained from this Board upon such terms and conditions as this Board may direct.
No privy vault, septic tank or other receptacle for human excrement shall be built or maintained at a greater depth than eight feet below the surface of the ground nor within 15 feet of any building nor within 10 feet of any line of an adjacent lot. Whenever these conditions for any reason cannot be complied with, said septic tanks and vaults shall be cemented and made and kept watertight. No privy vault or septic tank shall be constructed, used or maintained at any place within the limits of this municipality nearer than 100 feet of any well, stream or source of water used for drinking or domestic purposes; nor shall any privy vault be maintained unless it is so constructed that flies or mosquitoes cannot gain access to the contents thereof; nor shall the excremental matter be allowed to rise within one foot of the surface of the surrounding ground, nor to overflow thereon.
Every contractor or person in charge of any construction or repair work in this municipality shall provide toilet accommodations for the persons employed in such construction whenever it shall be deemed necessary by this Board. If connection with the sewer is not practicable, then application shall be made for a permit to install and maintain a temporary privy vault in accordance with the rules adopted by this Board. All temporary privy vaults must be built and maintained in such manner that flies cannot gain access to the contents.
A.
No person shall clean or empty any privy vault, septic tank or cesspool without first obtaining a scavenger's permit from this Board. All apparatus, means, appliances, vehicles or conveyances to be used in said business shall be approved by this Board before being used and shall at all times thereafter be subject to the inspection of this Board or its authorized agent. Permit fees are indicated in Article XVI, § 496-123.
B.
Any scavenger who shall commence to clean or empty any cesspool septic tank or privy vault shall, without interruption or delay, proceed with the work until it is completed and the material removed from the premises; such material shall be disposed of in such manner and place as shall first be approved by this Board.
