As used in this article, the following terms shall have the meanings indicated:
BARBERSHOPS, BEAUTY SHOPS, ETC.
Any place wherein the business of shaving, clipping, cutting, trimming, singeing, shampooing, dressing or removing the human hair or beard, or any place wherein the business of beautifying the human hair, face, scalp, hands or skin, is conducted for fee, charge or hire.
MASSAGING ESTABLISHMENTS
Any place wherein the business of caring for or beautifying the human body by means of hand manipulation, instrument or device is conducted for fee, charge or hire, except such places where the individual performing such hand manipulation, operating such instrument, operating or supervising the operation of such device is licensed by the State Board of Medical or Dental Examiners.
No person shall conduct, maintain or operate as owner any barbershop, beauty shop or massaging establishment without first obtaining a license from this Board.
A. 
The following rules and regulations must be strictly adhered to:
(1) 
Rule 1. All floors must be swept or mopped every day or oftener if conditions require, and all furniture, woodwork and other paraphernalia kept sanitary.
(2) 
Rule 2. Every such establishment shall be well ventilated and provided with adequate running hot and cold water and accessible toilet facilities.
(3) 
Rule 3. Attendants, while attending any patron, shall wear a clean, washable outer coat or uniform.
(4) 
Rule 4. Attendants must wash their hands thoroughly with soap and water before attending any patron and keep their fingernails short and clean.
(5) 
Rule 5. The headrest of every barber chair shall be protected with fresh paper or a freshly laundered towel for each patron.
(6) 
Rule 6. Individual paper neckbands or a freshly laundered towel shall be used between the skin of each patron and the neckcloth.
(7) 
Rule 7. Mugs, shaving brushes, razors, scissors, clipping machines, pincers, needles and other instruments shall, after each separate use, be adequately sterilized either by immersion in boiling water or in denatured alcohol of 70% strength or by some other method approved by this Board. Combs and brushes shall be thoroughly cleaned with soap and water after each separate use and then disinfected by some germicide approved by this Board.
(8) 
Rule 8. A freshly laundered towel shall be used for each patron. This applies to every kind of towel: dry towel, steam towel or washcloth. All towels used on a patron must not be used again until relaundered.
(9) 
Rule 9. The dipping of towels, mugs, tools or utensils of any kind in hot or cold water tanks, and the use of so-called steamers for towels, washcloths or Turkish towels, is prohibited.
(10) 
Rule 10. Powder puffs shall be of a single-service type; sponges shall be sterilized after each separate use.
(11) 
Rule 11. The use of any cosmetic, acid, solution or any article or material, any ingredient of which may be injurious to the skin, hair or health, is prohibited.
(12) 
Rule 12. No alum, astringent, antiseptic or other preparations shall be used unless they are applied in the form of powder on a freshly laundered towel or some other clean material which has not been used on any other individual. The use of individual alum sticks is permitted.
(13) 
Rule 13. No owner or manager shall permit such establishment or any room used in conjunction with the same to be used as sleeping quarters.
B. 
A copy of these rules shall be provided by the Board and shall be posted in a conspicuous place in every barbershop, beauty shop or massaging establishment in this municipality.
