All fines imposed and collected under and by
virtue of this chapter shall be paid into the treasury of the Township.

Any person who shall violate any of the terms
or provisions of this chapter or who shall do or commit any act or
thing prohibited in this chapter shall, upon conviction thereof before
the Judge, be imprisoned in the county jail for a term not exceeding
90 days or shall forfeit and pay a fine not exceeding $500, or both.
Any members of the Police Department and all
special police officers shall have authority to arrest any person
who violates any of the provisions of this chapter within his presence
or sight without first obtaining a warrant for said arrest and to
bring said violator forthwith before the Judge. In all cases where
said violations are not committed in the presence or sight of said
police officer or officers, the person witnessing said violation shall
first make a sworn complaint before the judicial officer aforementioned,
who shall thereupon issue a warrant for the arrest and apprehension
of the person charged with offense. Police officers may sign complaints
on information and belief, provided they set forth the source of their
information and the basis of their belief, when, for any reason, the
person witnessing the violation refuses to or does not sign a complaint.
