For the purpose of promoting the health, safety, morals or general welfare of the community, regulating the use of streets and public places by motor and other vehicles, and with reasonable consideration of the most desirable use for which land in any building zone district may be adapted, to conserve property values, to abate nuisances and undesirable uses, to regulate the parking, storage or otherwise locating of house coaches, trailers, dismantled, unlicensed or abandoned motor vehicles and to regulate the use of public parking fields and areas, this article is enacted pursuant to the general and specific governmental powers conferred upon the Board of Trustees by law.
A. 
Parking on highways, streets and private roads in residential areas.
(1) 
It shall be unlawful for any person to park any house coach, trailer, semitrailer, tractor, truck or commercial vehicle on any highway, street or private road in any residential district of the Village for more than two hours during the hours of 6:00 a.m. and 6:00 p.m. prevailing time. Notwithstanding the foregoing, any commercial vehicle, when actually being used in connection with construction, repairs or emergency services to the premises adjacent to the highway, street or private road, may be parked during such time prohibited by this section in accordance with the terms of a temporary permit authorized by the Board of Trustees in its discretion and issued by the Village Clerk. The foregoing prohibition of parking shall not apply to any emergency vehicle when performing its service, function or mission.
(2) 
It shall be unlawful for any person to park any house coach, trailer, semitrailer, tractor, truck or commercial vehicle on any highway, street or private road in any residential district of the Village for any period of time during the hours of 6:00 p.m. and 6:00 a.m. prevailing time. It shall be unlawful for any person to park, store or maintain any inoperative and dismantled vehicle on any highway, street or private road in any residential district.

B. 
Parking and storing vehicles out of doors in residential districts. It shall be unlawful for any person to park, store or maintain any house coach, trailer, semitrailer, tractor or commercial vehicle or any inoperative and dismantled vehicle in any front, side or rear yard, driveway or other place on property in a residential district at any time or for any period of time unless the same is in a garage or other appropriate structure enclosed on four sides to a height sufficient to wholly screen the vehicle, erected on the property in accordance with the provisions of Chapter 365, Zoning, applicable to the district in which the property is located. Notwithstanding the foregoing, a vehicle may be parked out of doors in a residential district temporarily in accordance with the terms of a temporary permit authorized by the Board of Trustees in its discretion and issued by the Village Clerk.
C. 
Parking and use of house coaches and mobile homes. It shall be unlawful for any person to park, use and occupy a house coach or mobile home at any time as the home or living abode or habitation of one or more persons, either temporarily or permanently, in any part of the Village.
D. 
Temporary storage of boats in residential zoning districts is allowed with the following provisions:

(1) 
Boat storage is allowed from November 1 through April 1. Boats are prohibited from being stored on residential property at any other time.
(2) 
There must be at least one clear side yard of 10 feet remaining, and the boat must not be placed within the front yard.

(3) 
Any boat stored on residential property must be emptied of gasoline and any combustible materials during the storage period.
(4) 
The boat must be stored in a safe and secure fashion.
(5) 
The boat must be registered. The owner of the property and the registered owner of the boat shall be deemed the violator.

E. 
Prohibited activities.
(1) 
No person shall park any vehicle in any public place for the following purposes:
(a) 
Making repairs thereto, except emergency repairs.
(b) 
Using such vehicles for the purpose of advertising.
(2) 
No person shall wash, paint, polish or clean any vehicle or any part thereof in any public place.
A. 
Inoperative vehicles. It shall be unlawful for any person to place upon or cause or permit to be placed in any public or private area any vehicle which is in such a condition or state of repair that it cannot be operated immediately, or which is wholly or partially in such a dismantled state that it cannot be used legally or licensed for use on a public highway or street, or it is not intended to be so licensed or used. The term excludes any vehicle which is actually undergoing emergency repair which will not extend over a reasonable period of time.
B. 
Abandoned vehicles.
(1) 
No person shall abandon a motor vehicle on any highway, street or other public property in the Village.
(2) 
It shall be unlawful for any person to place upon or cause to be placed upon real property not his own, with or without the consent of the owner or lessee, any abandoned vehicle.
C. 
Removal and storage of vehicles. Whenever any vehicle or any inoperative or dismantled vehicle is parked or abandoned on any highway, street, private road, parking field or other place in violation of this article, § 1224 of the Vehicle and Traffic Law of the State of New York shall be applied as if set forth completely herein.
