The provision of this Article shall apply to
all lots created as part of realty subdivisions for which plans for
the construction of a road or roads to be offered for dedication to
the Village are approved in accordance with these Village Road Specifications.
A building permit for the construction of a
structure on a lot having frontage on a road which is to be constructed
and offered to the Village for dedication, but which road has not
been formally accepted by the Village, shall be issued after road
construction has been completed, with the exception of the final course
of the wearing surface of the pavement, so as to provide access from
an existing Village, Town, state or County road up to and including
the entire road onto which the lot in question fronts. The Village
Engineer and the Superintendent of Highways shall be the judges of
completion under this provision.
Before a certificate of occupancy is issued,
a final certified plot plan must be furnished to the Building Inspector
for his review, as well as to the Village Engineer. The certified
plot plan must include the stamp and signature of a licensed professional
engineer or land surveyor and must be accepted or approved prior to
issuance of the certificate of occupancy.
