This article shall be known as the "Local Law Regulating the Parking of Vehicles on the Paved Portion of Any Village Street or in Any Village-Owned Park."

A. 
No person shall stop or park any vehicle, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal, on the paved portion of any Village street.
B. 
No person shall park any boat, boat trailer (including boat, flatbed, open or enclosed trailer), recreational vehicle, all-terrain vehicle, motor home, inoperable motor vehicle, uninspected motor vehicle, unregistered motor vehicle or uninsured motor vehicle on any Village property, paved or unpaved, for any period in excess of 24 hours.

C. 
No person shall park a motor vehicle, automobile, boat, boat trailer (including boat, flatbed, open or enclosed trailer), recreational vehicle, all-terrain vehicle, motor home or snowmobile (collectively "vehicle"), on or within the shoulder or breakdown lane of New York State Route 9 within the Village of Round Lake, except for an emergency with respect to such vehicle, such as a mechanical malfunction. There is a presumption that any such vehicle parked on or within the shoulder or breakdown lane of New York State Route 9 within the Village of Round Lake is parked in violation of this subsection, and the burden of proving an emergency shall rest on the person charged with violating this subsection.

The Village of Round Lake Highway Superintendent is hereby authorized and directed to erect official signs prohibiting the stopping or parking of vehicles on the paved portion of any Village street or highway or, upon resolution of the Board of Trustees of the Village of Round Lake, permitting the stopping or parking of vehicles on the paved portion of a Village street or highway.

No person shall stop, stand or park any vehicle in any Village-owned parkland, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.

In the event that any vehicle is parked on Village property in violation of this article, the Village is authorized to remove said vehicle by towing or otherwise at the owner's expense.

A violation of this article is an offense punishable by a fine of $50 for the first offense and $100 for any subsequent offense.
